Job Context:
∎ Contract period: 31 December 2021 (possibility of extension)
∎ Line Manager: MEAL Coordinator
∎ Location: Based in Cox`s Bazar, Bangladesh with frequent field visits
∎ Overall purposes of the role:
∎ With the supervision of the MEAL Coordinator and as a team member of DCA`s Bangladesh-MEAL team, the Monitoring, Evaluation, Accountability and Learning (MEAL) Assistant is mainly responsible for the development and operationalization of the MIS system of DCA Bangladesh, operationalizing the complaint and feedback (accountability) mechanism for right holders, data collection for both qualitative and quantitative, monitoring, documentation, learning and research activities, for programme and projects in Rohingya Refugees and host communities.
∎ S/he will work closely with DCA`s Programme teams to ensure that we are accountable for the work we do and deliver quality programmes appropriate to the needs of the people we aim to support.
∎ S/he will also support the partner organizations to establish the complaint and feedback mechanism.
Job Responsibilities:
∎ Monitoring, Evaluation, Accountability:
∎ In close collaboration with the MEAL Coordinator and the programme teams, assist in putting in place an operational MEAL plan including setting up of mechanisms to monitor and document the progress of implementation of project activities.
∎ Assist MEAL Coordinator to complete satisfaction surveys for the targeted right holders.
∎ Assist in capacity development of project staff, partners and stakeholders on implementation of MEAL activities within DCA projects.
∎ Assist in project output and outcome monitoring and ensure that information reporting and sharing systems fulfil needs of DCA, communities, government, relevant agencies, donors and other stakeholders and are in line with MEAL standards.
∎ With close collaboration with MEAL Coordinator and project staff, maintain an updated Indicator Performance Tracker for all DCA projects (IPT).
∎ Contribute to the review of project data collection tools to ensure that tools provide required information on project indicators.
∎ Maintain a secure physical and digital filing system.
∎ Assist in the maintenance of project databases ensuring easy retrieval of required information for project reporting.
∎ Assist in the development of systems and processes for the implementation of the MEAL framework and practices within the Project and support efforts for the same in the office.
∎ Participate in the design, especially the data collection of quantitative and qualitative participatory project evaluations (baseline, annual and final evaluations), assessments, reviews and other special studies.
∎ Work closely with MEAL Coordinator and project staff to ensure that performance indicators are regularly tracked and that activities implemented are well aligned with the indicators.
∎ Assist in the documentation of project results, impact, best practices and significant changes. Document learnings and best practices; disseminate learnings, reports, publications and participate in learning sessions, and ensuring that the lessons learnt are utilized to inform programming and advocacy.
∎ Ensure that each of DCA's projects has a functional feedback mechanism.
∎ Facilitate projects to develop information sharing materials/briefs, posters and brochures, and disseminate project information materials to relevant stakeholders, partners and beneficiaries.
∎ Collect and manage complaints and feedback in close coordination with project teams. Track timeliness of response to complaints and maintain an updated project complaints tracker.
∎ Reporting:
∎ With consultation of MEAL Coordinator, provide regular direct support to project team in data collection, analysis and report writing.
∎ Assist in tracking the MEAL budget in districts of operation and ensure timely implementation of MEAL activities.
∎ Develop and submit a monthly MEAL report especially accountability report to the line manager.
∎ Learning:
∎ Gather learning through sharing with the programme teams, specific analysis, best practices, lessons learned, and reports.
∎ Capture the challenges of the project and the way of overcoming on a regular basis.
∎ Assist program personnel in improving learning and sharing mechanisms in their projects.
∎ Other:
∎ Perform any other tasks as requested by the Line Manager
∎ Comply with DCA policies and practice with respect to PSEA, child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
Additional Requirements:
∎ A minimum of 1 year of professional experience in monitoring, evaluation, accountability and learning preferably with INGOs.
∎ Experience in complaint and feedback response mechanism.
∎ Experience in Open Data Kit (ODK)/Kobo software/Survey CTO and other data collection software.
∎ Strong skills in excel and other data management software.
∎ Demonstrated ability in computer typing in English and Bangla.
∎ Demonstrated ability in community mobilisation and community-level dialogue.
∎ Strong interpersonal skills.
∎ Self-motivation, creativity and an ability to perform without close supervision.
∎ Proficiency in spoken and written English is required.
∎ Knowledge of Chittagonian is an advantage.
∎ The MEAL assistant must not undertake any other direct or indirect business and work, honorary or remunerative in addition to the work performed for DCA, except with the written permission of DCA Regional Representative.
