Job Context:
∎ The Strengthening and Informative Migration Systems (SIMS) Project of the Swiss Agency for Development and Cooperation (SDC) aims to improve the wellbeing of labour migrants through safer migration and better migration governance. As M&E Specialist, she/he will be responsible for the monitoring and evaluation of the SIMS project. She/he will establish and manage a state-of-the-art monitoring system and ensure its quality. She/he will regularly analyse data, track progress against indicators and provide reports for learning and steering of the project. She/he will support partner organizations in complying with the monitoring requirements of the project, as well as support project report writing.
∎ The M&E Specialist reports directly to the Project Manager

Job Responsibilities:
∎ Advise the project management and take a leading role in designing and planning for M&E framework/ strategy for project and establish a performance measurement system.
∎ Collect and analyze performance information and assist the project management in using the performance information for decision-making, learning and accountability.,
∎ Plan and manage monitoring & evaluations missions, special studies and assessments.
∎ Support partner organisations in their M&E systems, monitoring tools and progress tracking of logframe indicators as required by the project.

Additional Requirements:
∎ Minimum of five years of progressively responsible professional experience in a performance monitoring and/or evaluation role with an international development organization.
∎ Specialized training in monitoring and evaluation and various specialized databases and computer programs.
∎ Demonstrated ability in data analysis, monitoring and evaluation of development activities.
∎ Experience in developing results frameworks, or similar tools for project design and monitoring.
∎ Demonstrated knowledge of and experience in monitoring and evaluating programs-including indicator development, study design, and data analysis-in social development sectors.
∎ Experience using database software is highly desired.
∎ Able to produce high quality monitoring reports.
∎ Excellent analytical skills and the ability to summarize information in a clear and concise manner
∎ Expertise on migration would be an asset.
