• Technical Skills

• Must have professional writing and speaking capacity in English and Bangla, i.e. field visit report, event report, case study/story, content writing, etc.

• Proficient with MS office suite

• Should have working skill on SPSS, KoBo toolbox, data management.

• Able to take decision in a timely manner, priorities and multi-task work seamlessly

Job Summary

The Government of the People’s Republic of Bangladesh (GoB) is implementing the “Recovery and Advancement of Informal Sector Employment (RAISE): Reintegration of Returning Migrants” project with a soft loan from the World Bank. Under the project, the Wage Earners’ Welfare Board (WEWB) has taken the initiative to set up a reintegration programme for returnee migrants.

Prottyashi as a sub-consultant under the lead consultant International Organization (IOM) in Bangladesh will support WEWB with the implementation of counseling and migrant workers welfare services through the establishment and operation of Welfare Centers (WCs) in the 5 selected districts in Bangladesh. The major activities under the WCs are to identify and select returnee migrants (as per selection criteria), provide psychosocial counseling, refer the beneficiaries to needful support and services from the respective service provider organizations, and provide cash incentives to the selected beneficiaries.

Prottyashi is seeking suitable candidates for 1 Monitoring and Evaluation Officer position who will be placed at Chattogram to monitor activities 5 Migrant Worker’s Welfare Centers (MWWCs), to be established in Chattogram, Chandpur, Feni, Cox’s Bazar and Rangamati districts respectively to support WEWB with the implementation of counseling and migrant workers welfare services.

Under the overall guidance of the Project Management Unit (PMU), Assistant Director (AD) of WEWB and direct supervision of the Programme Specialist (PS) from IOM and Director (Program) as well as the program management team of Prottyashi, the Monitoring and Evaluation Officer will be responsible for the tasks mentioned below.

Reporting

Monitoring and Evaluation Officer Officer will report to Project Coordinator. S/He has to maintain functional relationship with his/her peers, project teams and organization’s other priority teams. S/He must be able to communicate with other teams and units both program and operational of the organization.

Key Responsibilities

• Monitor the overall activities of the project from the center point coordinating with project leader and other personnel.
• Develop different monitoring tools and formats to sort out the project results through field visits and discussion with project direct beneficiaries.
• Assist the project team in following the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant.
• Collect data on a regular basis to measure achievement against the performance indicators using KoBo toolbox.
• Maintain and administer the M&E database; analyze and aggregate findings using data management software.
• Monitor and track the progress of vocational skills training through regular field visits and ensure training quality.
• Track income generating self-employment and wage employment initiatives developed by the Rohingya people and guide the project team with recommendations for quality project implementation.
• Produce weekly/monthly/quarterly reports through coordinating with project manager and other field level staffs.
• Identify lessons learned and develop case studies to capture qualitative outputs of the project.
• Provide advice to the project coordinator and other officers on improving project performance using M&E findings.
• Produce reports on M&E findings and prepare presentations based on M&E data as required.
• Provide the Project Coordinator with management information she may require.
• Check that monitoring data are discussed in monthly and quarterly meetings and in a timely fashion in terms of implications for future action.
• Produce special reports on the project activities and outputs as per the requirements of donor organization.
• Work with project coordinator and other filed staffs to ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring strengths, weaknesses and gaps in project implementation and for reporting on donor commitments.
• Ensure that cross cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in all the project activities as per the organizational policy.
• Ensure Sex, Age, Disability Disaggregated Data (SADD), Accountability and Gender standards are consistently adhered in programme delivery.
• Regularly collect data on and analyze the Complaints Reporting and Feedback Mechanism (CRFM) accountability data to the Prottyashi program team to facilitate quality improvement.

Salary and benefits: Monthly Gross Salary will be 61,385 BDT including contributory provident fund and bonus 4,615 BDT (Pro-Rata) regular traveling and communication bill.
