Educational Requirements:

Job Context:
∎ Helvetas Bangladesh is looking for a qualified “Monitoring and Evaluation Officer” in the SHINE Project under Cox’sBazar based Humanitarian Programme. This position will directly report to Project Manager and responsible for developing M&E system, ensure external relation and partner management, ensure learning, accountability & capacity building and contributes to program management.
∎ The SHINE project aims at fostering positive economic connections between host communities and Rohingya refugees and leverage these economic interests to promote a change in the perceptions regarding the different groups. This project links the economic interests to social initiatives that result in an improved co-existence and potentially increased cohesion between the host community and the Rohingya refugees.

Job Responsibilities:
∎ Assist in developing and monitoring the overall monitoring and result measurement (MRM) system and sub-system in a participatory way
∎ Select/develop processes, tools (including mobile base monitoring tools), and techniques for capturing information on project impacts, outcomes, outputs, processes, and lessons learned.
∎ Design and manage gender-disaggregated beneficiary monitoring and database systems.
∎ Develop quarterly and other event reports including case incidence, best practices, and process documentation that capture the outcome of the project based on analysis.
∎ Assist/ review monthly progress reports from partners and ensures they have evidence to back up and provide feedback to the respective staff.
∎ Liaise with the PM to ensure that SHINE projects adhere to accountability requirements by initiating baseline surveys for new projects/programs and conducting relevant evaluations for ongoing projects to meet Helvetas standards.
∎ Lead and/or coordinate all assessments, evaluations, and performance evaluation tasks including planning and reporting on the same.
∎ Coordinate the review of all survey reports prepared to ensure quality and accurate reporting.
∎ Conduct monitoring of all the project activity implementation and post-implementation monitoring to meet standards on a regular basis.
∎ Share learning and provide constructive comments to colleagues in order to ensure program quality.
∎ Build capacity of staff through training to ensure adoption of new data monitoring tools and quality of data collected
∎ Provide need-based orientation/training to relevant project personnel/partner NGO staff members on the MRM system, data gathering, and entering data into the database.
∎ Keep track of a project’s progress and ensure its completion before the deadline
∎ Provide feedback to project managers for program revisions and amendments based on monitoring or evaluation findings.
∎ Timely update and share data on the 5W matrix to the cluster management system.

Additional Requirements:
∎ At least of 2-4 years’ experience in the M&E role, where as I/NGOs experience would be given preference.
∎ Community development skills, including participatory community assessment and planning techniques, with skills in capacity building of communities and experience of working with different projects groups such as food & nutrition security, livelihoods, disaster risk reduction, and cash for work.
∎ Independent in developing and implementing the different monitoring and evaluation tools.
∎ Skills on operating MS-Word, Excel, PowerPoint, SPSS, KOBO, ODK or others.
∎ Good knowledge and experience on data management and report writing.
∎ Good communication, facilitation, organizing and report writing skills.
∎ An understanding of quantitative and qualitative research methods.
∎ Chittagonian Language would be added advantages.
∎ Able to conduct project baseline and end survey.

Salary:
∎ We will offer you one year contract with the salary and benefits range (around); BDT. 70,000/- to BDT. 80,000/- per month. which includes monthly gross salary, festival bonus, provident fund, medical/life insurance, and gratuity as per the organizational policy.
