Job Context:
∎ Helvetas Bangladesh is looking for a qualified Monitoring and Evaluation Officer under Climate Change and Sustainable Development (CCSD) Programme for the Charity funded project. This position will be based in Khulna and work under Supervision of the MEAL Specialist for monitoring and evaluation system development and management; for assessments, surveys and evaluation; for learning, accountability and capacity building; and Knowledge Management.

Job Responsibilities:
∎ Assist in developing and monitoring the overall monitoring, evaluation and learning system and system for the project.
∎ Develop necessary M&E format and tools for Charity: Water project to run project smoothly.
∎ Select/develop process, tools (including mobile base monitoring tools) and techniques for capturing information on project impacts, outcomes, outputs, process and lessons learned.
∎ Carry out data quality assessment regularly for MEAL data based on agreed indicators to guide decision making.
∎ Develop quarterly, annual, and other event reports including case study, best practices and process documentation that capture outcome of the project based on analysis.
∎ Identify project needs and develop a detailed timeline for completion.
∎ Keep track of a project’s progress and update the PMU team for better decision.
∎ Support to conduct survey and assessment as per the project and donor requirements
∎ Prepared assessment and development tools for the assessment and survey of project.
∎ Support central PMU to evaluate the project progress and third party/donor for evaluation.
∎ Develop and maintain project database to manage qualitative and qualitative data for report.
∎ Conduct data quality assessment to ensure quality data produced for decision making.
∎ Assist to develop accountability and learning mechanism across the project intervention.
∎ Assist to design accountability mechanisms, develop action plans and implementation.
∎ Support documentation process and dissemination mechanism of relevant learnings and findings.
∎ Support and guide partner organization staffs for data collection and data management for smooth implementation of M&E activities.
∎ Identify potential undocumented knowledge within the program and target audience, define knowledge generation methods and tools and apply them on the ground as applicable.
∎ Work closely with MEAL specialists to base on the knowledge generated and captured within the monitoring, evaluation, accountability, and learning framework.
∎ Design the knowledge products according to the branding and communion guidelines of Helvetas with the support of the IT and communication team.
∎ Coordinate knowledge dissemination initiatives and customize knowledge products as applicable.
∎ Capture and document learning on knowledge management and internal dissemination in an accountable way.

Additional Requirements:
∎ Age at most 50 years
∎ Minimum 2 years experience in knowledge management preferably in the non-profit sector with reputed national and international NGOs.
∎ Experience in the WASH, climate change/ disaster risk management/ environment sector.
∎ A research background in the sector of WASH, climate change/ environment
∎ A professional training on monitoring, evaluation and learning.
∎ Understanding of monitoring and evaluation apprachs and machanism.
∎ Ability to the application of M&E tools and methods for project data collection and managment
∎ Analytical skills in culture, learning, and community practices
∎ Ability to to support learning and accountibility machinism.
∎ Abilities to identify issues from the ground in consultation with the most affected group of people.
∎ Communication skills (both verbal and non-verbal) to deal effectively with organizational management and staff, partners, community, and other stakeholders.
∎ Willing to undertake regular field visits and interact with different stakeholders, especially the most affected community in the climate-vulnerable areas.
∎ Skills in operating MS Word, MS PowerPoint, MS-Excel, Kobo Toolbox, Power-BI, SPSS
∎ Knowledgeable and skilled in the use of thechnogly tools for the M&E purposes
∎ Fluency in English (writing and speaking)
∎ Understanding local language (south-west coast in Bangladesh)

Salary:
∎ We will offer the attractive salary package along with the other benefits (festival bonus, provident fund, gratuity and medical insurance) based on your experience and qualification at similar position. The offer also includes a contract of one year, with possibility of extension.
