• Mandatory Medical doctor (MBBS) degree from Bangladesh.
• Desirable specialization or training in Tropical Medicine, Public Health, Health system or related studies.
• Essential: At least 3 years of post-internship professional experience.
• Desirable: Minimum 2 years of experience with MSF, INGO, or UN agency in a similar liaison, coordination, or public health role.
• Act as the primary focal point for government liaison in Chattogram, and support national-level engagement in Dhaka when needed.
• Ensure regular and constructive liaison with health authorities (Divisional Health Director’s Office, Civil Surgeon Office, DGHS), local government authorities (City Mayor’s Office, Chattogram City Corporation), and sectoral ministries (Ministry of Health & Family Welfare, Ministry of Agriculture, Ministry of Environment, etc.).
• Maintain active relationships with key hospitals (e.g., Chattogram Medical College Hospital, Chattogram General Hospital, Bangladesh Institute of Tropical x& Infectious Diseases) and academic/research institutions (e.g., Chattogram University, Chattogram Veterinary and Animal Science University) to facilitate collaboration on medical, epidemiological, entomological, and research activities.
• Coordinate the organization of meetings, workshops, trainings, field visits, or technical briefings with external stakeholders in close collaboration with the Project Coordinator, Medical Team Leader, Health Promotion & Community Engagement Manager, Entomologist, and Epidemiologist.
• Support the submission and follow-up of official documents, letters, and reports required by health authorities or government agencies, in collaboration with project leadership.
• Maintain an up-to-date contact database of relevant authorities, focal persons, and institutional representatives in both Chattogram and Dhaka (if needed).
• Monitor administrative procedures related to medical activities, including MoU compliance, document renewals, and government reporting obligations, keeping the MTL and coordination informed.
• Work with the PC and MTL to ensure compliance with legal and administrative regulations related to medical activities.
• Support MSF Entomologist, logistics and supply teams regarding importation and clearance of medical items, larvicides, and equipment, by liaising with regulatory authorities as needed.
• Ensure MSF representation remains neutral, transparent, and professional, aligned with MSF’s humanitarian principles and ethical standards.
• Inform the MTL and coordination team of any changes in regulations, emerging risks, or sensitive dynamics that may affect MSF’s access, acceptance, or activities.
• Support entomologist and medical team in liaising with regulatory bodies for the registration and approval of vector control tools (e.g., larvicides) not currently authorized in Bangladesh.
• Ensure MSF participation in technical meetings and collaborative planning forums organized by CCC, MoH, or academic partners in relation to dengue prevention, research, or surveillance.
• Act as a bridge between MSF’s field team and external actors to facilitate data sharing, research collaboration, and joint activity planning where appropriate.
• Proactively maintain communication channels with partners to reinforce trust, alignment, and the visibility of MSF’s technical contributions without duplication of services.
• Assist with preparation of briefing notes, meeting minutes, and debrief reports for internal use after key stakeholder engagements.
• Act as the medical liaison for coordination with private/public laboratories and research units in Chattogram on diagnostics, sample sharing, or joint studies if applicable
• Permanent Contract. Salary according to level Nine (9) of the internal MSF salary grid (BDT 119500). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.
• There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
