Job Context:
∎ Helen Keller International (HKI), Action Against Hunger (ACF) and implementing partner (IP) will work in the proposed project area to ensure the vulnerable households are adequately covered while avoiding overlapping. HKI with ACF and IP will take initiative to identify gaps in livelihood recovery efforts and collaborate with other projects to minimize the gaps. At the end of the proposed project, HKI together with ACF &IP will try to explore avenues for linking the project beneficiaries to next level of development programs such as short-term economic recovery in order to support them for longer-term economic growth. Furthermore, the project will coordinate with Food Security Sector (FSS) and Cash Working Group (CWG) in Cox`s Bazar as well as government authorities on a regular basis.
∎ HKI is seeking qualified candidates for the following positions for its FFP.
∎ Title : MEAL Officer (3 positions)
∎ Job Location : Cox`s Bazar (any of the working upazilas)
∎ Reporting to : MEAL Manager - FFP Project
∎ Duration: The expected project period is through March 2021; start date in November/ December 2019.
∎ Scope of Work: The MEAL officer is primarily responsible for establishing and overseeing the quality of the MEAL work, ensuring that it captures the impact, outcomes, outputs and activities of the project and to ensure that MEAL support is adequately provided to the project on M & E database, best practices, tools, and processes.

Job Responsibilities:
∎ To roll out and manage MEAL mechanism as per commitments of HKI
∎ To carry out regular field monitoring of program interventions and produce monitoring reports on the given format, conduct debrief sessions with relevant program staff and develop an agreed action plan;
∎ To carry out routine data quality assessment to validate monitoring data regularly collected from the field
∎ To assist the project in carrying out preliminary first inquiry report in case of serious nature of complaints filed by beneficiaries/communities;
∎ To maintain complaints and feedback tracking database involving relevant project/program staff;
∎ To assist in reviewing data bases and data tracking tools of diverse projects in order to maintain data quality for collating reliable and consistent data which meets minimum reporting requirements of donors and HKI;
∎ To assist in conducting participant census and selection process with the help of program team
∎ Produce case studies to better understand the contextual realities and document key lessons-learned, successful approaches, and challenges.
∎ To assist in planning and implementation of baseline surveys, monitoring and evaluation exercises and impact assessments when needed;
∎ Any other responsibilities assigned by the Supervisor.

Additional Requirements:
∎ Job related experience and knowledge
∎ 3 years of work experience in MEAL preferably with INGOs
∎ With expertise in databases, MS Office and other analysis software such as STATA and/or SPSS
∎ Good Interpersonal and Communication skills
∎ Strong analytical skills with prior experience carrying out quantitative and qualitative data analysis
∎ Excellent organizational, leadership and interpersonal skills.
