  • Required Experiences: At least three (3) years of work experience with a proven track record and exposure to MEAL.

  • Excellent verbal and written communication skills in English;

  • Exposure working in an emergency Rohingya response program, preferably in the health sector, and humanitarian activities in an NGO/INGO;

  • Proficient skills in developing M&E Tools and data management;

  • Proficient skills in capturing, analyzing, managing, retrieving, and disseminating information effectively using appropriate data systems;

  • Good skills in developing a training curriculum through consultations with various stakeholders;

  • Good skills in developing a variety of promotional materials for audiences with different levels of understanding of the materials or subject matters presented;

  • Good knowledge and understanding of information and communications technology;

  • Excellent computer skills, especially in MS Office, including Microsoft Word and Excel, are mandatory.

  • Practical skill in using the Kobo Collect app for offline and online data entry, and data management (downloading and analyzing submitted data).

  • Proficiency in the Rohingya or Chittagong dialect will be an advantage.



Responsibilities & Context:

JOB CONTEXT:

Gonoshasthaya Kendra (GK) is a National NGO. GK registered as a Public Charitable Trust in 1972 and started with two visions (a) “the fate of the poor decides the fate of the country, and (b) “development of the country depends on the development of women.”

Gonoshasthaya Kendra Bangladesh and its partner Malteser International are two humanitarian organizations in Bangladesh that have been working on emergency programs since September 2017, post-emergency and development.

POSITION SUMMARY:

The MEAL Officer will be primarily responsible for the day-to-day implementation of monitoring and evaluation activities for the primary healthcare project in the Rohingya camp. The role focuses heavily on field engagement, ensuring data quality, and promoting accountability to affected populations. The MEAL Officer will also provide partial support to the MEAL Specialist on higher-level MEAL functions and reporting.

The ideal candidate will be responsible for ensuring high-quality, accurate data collection, utilizing both hardware and software tools. This role involves offering regular feedback on the program's monitoring, accountability, and learning observations and findings. The position requires a minimum of 80% of their time to be spent on monitoring visits to health facilities, ensuring data collection quality, and compliance with established standards. The role holder will also provide technical guidance while overseeing MEAL (Monitoring, Evaluation, Accountability, and Learning) operations in the field.

JOB PURPOSE:

  1. The main purpose of this position is to ensure Monitoring, Learning, and reporting activities for the Gk-MI project. This role must familiarize him/herself with the program component, activities, and donor reporting requirements.

  2. Develop program information, case studies, and communication information to support the organization’s donor communications stream for marketing and fundraising activities;

Assist the MEAL Specialist in establishing the M&E system for the GK-MI project.

  1. Assist the MEAL Specialist and project team with accurate data to produce periodic project progress/management reports (Monthly, Quarterly, Yearly, and end-of-phase) for the GK-MI project.

  SPECIFIC RESPONSIBILITIES:

1. Field Engagement and Data Quality Checking (50%):

  • Conduct regular field visits to project sites to monitor the implementation of primary healthcare activities.

  • Ensure that data collection tools (e.g., surveys, forms, registers) are used correctly and consistently by project staff.

  • Conduct spot checks and data verification exercises to ensure the accuracy, completeness, and reliability of collected data.

  • Provide on-the-job training and coaching to project staff on proper data collection techniques and data quality standards.

  • Supervise and provide on-job training to HIS Assistants to ensure improved data quality, timely, and accurate reporting to the Health Information System (HIS).

  • Closely work with the triage team to identify and minimize existing errors during patient ID creation and registering service information.

  • Identify and report any inconsistencies, gaps, or errors in data to the MEAL Specialist.

  • Work with the MEAL Specialist, Clinic Managers, and HIS Assistants to develop monitoring tools and templates for data collection.

2. Quality Monitoring of Implemented Activities (10%):

  • Develop and implement activity quality checklists and quality assurance protocols.

  • Monitor the quality of service delivery at health facilities and outreach points, including patient-provider interactions, hygiene practices, and stock management.

  • Document best practices and lessons learned from the field for continuous program improvement.

  • Participate in joint monitoring visits with program teams and external partners as required.

  • Generate reports on program indicators and identify instances where established standards are not being met.

3. Accountability Promotion (10%):

  • Facilitate community-based feedback and complaint mechanisms, ensuring accessibility and confidentiality.

  • Ensure that feedback and complaints are recorded, documented, and forwarded to the appropriate channels for resolution.

  • Follow up on the timely and appropriate closure of feedback loops, communicating back to community members.

  • Promote transparency and two-way communication with the beneficiary community.

4. Knowledge Management and Communication Materials (10%):

  • Share key M&E findings, lessons learned, and best practices with health facility staff to foster a culture of continuous learning and program improvement.

  • Produce compelling human interest stories and case studies to highlight project impact for internal and external communication, ensuring consent and confidentiality.

  • Capture and record high-quality photographs and other visual communication materials that effectively convey project activities and outcomes.

  • Track evidence for intermediate and long-term changes through the application of qualitative tools and methodologies, ensuring rigorous documentation.

5. Support to MEAL Specialist (20%):

  • Support the MEAL Specialist in the preparation of project reports, including monthly, quarterly, and annual reports.

  • Assist in the development and revision of the project's monitoring and evaluation plan.

  • Review and consolidate data from multiple indicators and provide necessary reports through the M&E system.

  • Contribute to data analysis and interpretation for project performance review and decision-making.

  • Assist the MEAL specialist in conducting assessments, evaluations, and other project studies, including supervising fieldwork to ensure accurate data collection, overseeing data quality management, and leading qualitative data collection activities.
