Education - Essential technical diploma or university degree in Electrical Engineering, Electrical and Electronic Engineering, Energy Engineering, Mechanical/Electrical Engineering, or another relevant energy-related technical field.
Desirable additional certified training in generator systems, solar/hybrid systems, HVAC, electrical protection systems, grounding/earthing, energy efficiency, or electrical safety.
Experience - Essential minimum 4 years of relevant professional experience in the electrical/energy field, including assessment, installation follow-up, preventive and corrective maintenance systems, troubleshooting, and technical support.
Essential demonstrated experience in supervising, coaching, or technically supporting electricians, technicians, or maintenance staff.
Essential proven experience in preparing technical reports, action plans, technical specifications, cost estimations, and follow-up of contractors or service providers.
Desirable previous experience with MSF or another NGO in humanitarian or low-resource settings.
Desirable experience working across multiple sites/locations and supporting remote field teams.
Desirable experience with generators, backup power systems, low-voltage distribution, solar systems, electrical safety inspections, and energy efficiency improvement initiatives.

Knowledge - Essential strong computer literacy, including Microsoft Excel, Word, Outlook, and PowerPoint.
Essential - ability to prepare and maintain technical documentation such as energy visit reports, action plans, single-line diagrams, layouts, maintenance follow-up tools, equipment lists, and consumption reports.
Essential - ability to read, interpret, and update technical drawings and electrical diagrams.
Essential - knowledge of AutoCAD or other technical drawing software.
Essential - good knowledge of electrical safety standards, preventive maintenance systems, energy planning, and quality control of electrical works.
Desirable - knowledge of MSF technical standards, medical and office infrastructure support requirements, and energy-related operational risks in humanitarian contexts.
Desirable - knowledge of local market conditions in Bangladesh, including suppliers, contractors, utility-related coordination, and technical service availability.
• In collaboration with his/her managers, provide support and guidance to the field staff in order to ensure that all electrical (and HVAC if relevant) installations comply with MSF standards, protocols and procedures, and the preventive and corrective maintenance is done accordingly.
• Carry out evaluations, feasibility and detailed studies of the project to present hierarchical superiors different possible solutions to the difficulties encountered in his/her area of specialization, namely the installation, construction and commissioning of electrical (and HVAC if relevant) installations. In direct contact with staff, identify project needs and manage responses of requests by establishing priorities.
• Provide support to the teams in the field in the energy (and HVAC if relevant) domain and assist in the training of project technicians to make them autonomous for preventive maintenance, basic troubleshooting and small jobs. Ensuring that technicians are able to implement safely procedure for themselves and users.
• Guides and supports the field teams to define and implement preventive and corrective maintenance procedures
• Raises the awareness on energy use for all staff and advices on strategies to improve energy efficiency of the site.
• Provide training for technicians on appropriate use and maintenance of existing and new installations.
• Act as an itinerant support of the mission implementing proposed solutions when needed and provide managers with duly documented technical advice.
• If necessary, defines procedures and / or protocols for the proper functioning of the electrical (and HVAC if rele-vant) installations in the field.
• Performs regular inspections of the interventions and condition of the electrical (and HVAC if relevant) installations.
• Participates in the evaluation of local actors and ensures the quality of services and supplies.
• Checks and advises on international orders for consumables and replacement equipment.
• Ensures the management of stocks and equipment in his/her specialty area at mission level
• Ensures that all design, operating and maintenance documentation is up to date (report, asset management tool, diagrams and layouts, consumption reports, power assessments, cooling and heating need assessments).
• Ensure that the right equipment and electrical tools are in place and correctly used.
• Identifying, defining and implementing solutions and strategies that reduce the environmental footprint of the electrical installations (and HVAC if relevant) in the mission/projects. These strategies englobe not only technical solutions but also how the electrical installations are used, maintained and managed. The main objective of reducing the environmental footprint entails energy efficiency, reducing the carbon dioxide emissions, a proper waste management and the use of sustainable and adapted solutions according to the context.
• Act as the mission focal point for energy-related technical support across coordination and project locations in Bangladesh, ensuring that electrical, backup power, and energy systems are planned, monitored, and improved in line with MSF standards, mission priorities, and operational needs.
• Provide direct technical responsibility and follow-up for coordination-level energy needs and for the Chattogram project, while ensuring structured technical support to project locations.
• Functionally supervise and technically support project electricians and other relevant maintenance staff, ensuring proper task prioritization, quality of work, adherence to standards, and consistent follow-up of preventive and corrective maintenance activities.
• Establish and maintain a clear technical support line for electricians in the projects through regular site visits, remote follow-up, coaching, troubleshooting support, performance feedback on technical quality, and practical on-the-job capacity building.
• Lead mission-wide energy assessments, site diagnostics, load evaluations, power distribution reviews, and technical feasibility studies for new installations, upgrades, rehabilitation works, and system optimization.
• Ensure all key electrical and energy installations in the mission are assessed and monitored for safety, reliability, continuity of service, protection, and compliance with MSF standards, with particular attention to offices, guesthouses, warehouses, health structures, cold chain related infrastructure, and critical operational premises.
• Support the development, implementation, and follow-up of mission energy planning, including preventive maintenance plans, corrective action tracking, annual inspection planning, replacement planning, and technical improvement roadmaps for all major sites.
• Prepare, review, and update technical documentation related to the energy domain, including diagrams, layouts, load schedules, equipment lists, maintenance records, consumption reports, power assessments, technical visit reports, and action plans.
• Review and technically validate the scope of works, technical specifications, bills of quantities, cost estimations, and contractor proposals related to electrical, generator, solar, backup power, grounding, protection, and other energy-related systems before submission for procurement or implementation.
• Ensure proper commissioning, testing, handover, and documentation of new or upgraded installations, and verify that works carried out by contractors or field teams meet the required quality and safety standards before acceptance.
• Monitor generator performance, fuel-related energy use, power availability, backup arrangements, and energy consumption trends across key locations, and propose practical measures to improve efficiency, reduce operating costs, and strengthen continuity of service.
• Lead and advise on energy efficiency and environmental improvement measures in the mission, including optimization of equipment use, improvement of installation design, reduction of avoidable losses, and promotion of sustainable and context-appropriate solutions.
• Support the Country Program in identifying energy-related risks and vulnerabilities, and contribute to contingency and emergency preparedness planning for power outages, system failure, and critical infrastructure disruption.
• Coordinate closely with LogCo, Mission Logistics Manager, Project technical/logistics managers, project logistics teams, supply teams, and relevant HQ or regional technical referents to ensure coherent planning, prioritization, reporting, and implementation of energy-related activities.
• Ensure required tools, spare parts, consumables, and replacement items for the energy domain are properly specified, standardized where possible, monitored, and forecasted in coordination with supply and project teams, in order to avoid gaps affecting operations.
• Provide clear and practical technical advice to managers for operational decision-making in the energy domain, including prioritization of risks, technical options, budget implications, and implementation strategies.
• When necessary, provide direct field support for complex troubleshooting, commissioning, or technically sensitive interventions that exceed the routine scope of project-level electricians, while maintaining the position as a specialist support and supervision role rather than a routine execution post.
• Electricity
• Independently assess and analyze the safety and protection measures of all types of facilities, ensuring service continuity across various systems, regardless of complexity.
• Provide expert technical recommendations to improve system performance, safety, and efficiency. Make in-formed decisions on upgrades or repairs needed for optimal functioning.
• Capable of repairing, altering, or replacing defective components in complex electrical systems (e.g., three-phase systems) with minimal supervision, ensuring that all fixes meet required standards.
• Take responsibility for organizing and overseeing the maintenance of large-scale infrastructures. This includes establishing and managing a maintenance workshop, ensuring smooth operations and timely follow-ups on all scheduled and corrective maintenance tasks.
• Perform tasks autonomously with little to no supervision required, consistently delivering high-quality results and adhering to safety and performance standards.
• Safety
• Learn and explain the safety principles of MSF (Médecins Sans Frontières) under supervision, ensuring you understand their importance and application in daily work.
• Assist in applying electrical safety plans at the project level, under the guidance of a supervisor. Help inform MSF personnel about basic electrical safety,
• Develop a good understanding of electrical safety procedures related to contingency plans. Support the implementation of these procedures when needed, with supervision and guidance.
This Permanent Position. Salary according to level Eight (Level 8) of the internal MSF salary grid (BDT 108000 Gross). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.
There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
