Project Context:
Friends in Village Development Bangladesh (FIVDB) is implementing a protection project under its Humanitarian Response Program, Cox's Bazar, with the support of an International Non-Government Organization. The position will be recruited for implementing the project based at the Field Office at Teknaf, with substantial field activities at different camps and host communities at Teknaf. The job may be regularized after the completion of 3 months of services under FIVDB.
The MEAL Officer will be responsible for the overall MEAL coordination and management of technical expertise, ensuring high-quality and timely inputs, and for ensuring the standard of project activities and its strategic vision for attaining project objectives and goals result in the achievement of its intended outputs in a cost-effective and timely manner. S/he will ensure effective data collection, analysis, reporting, and knowledge sharing to strengthen project performance and promote sustainable outcomes at both community and institutional levels.
Key responsibilities include:
Key Area 01- Technical Assistance and Leadership:
• Lead the activities of MEAL through planning, implementing, and managing the delivery of reports, knowledge of services, and other results approved in the project document or periodical/annual work plans.
• Produce high-quality, evidence-based, donor-compliant reports (monthly, quarterly, annual, and final) and documentation in a timely manner to accurately reflect field-level conditions and programming progress
• Design tools and SOP aimed at monitoring project activities implementation against the work plan and logical framework, ensuring that programs have specific, measurable, achievable, realistic, and time-bound indicators
• Provide capacity building and training activities on monitoring, evaluation, documentation, and lesson-learning topics to implement realistic monitoring plans that capture quantitative and qualitative data for comparison against a project's targets.
• Ensure the use of digital technology for information data collection, sharing, evidence generation, learning, and technical approach adaptation.
• Support the assessment of individual protection issues captured or identified during daily activities and make appropriate referrals for services.
• Complete daily reporting on findings to the Supervisor from timely.
Key Area 02- Monitoring:
• Lead the analysis of performance indicators and targets, and reporting of data while providing feedback as necessary to the project team.
• Develop survey tools and methodologies.
• Monitor and guide the work of the founded Community based Monitoring-Committees.
• Maintain and update program database regularly.
• Organize field visits and spot-checks to monitor program activities and ensure data quality and integrity against quality checklists.
• Ensure proper documentation and secure storage of any protected data collected (hard and soft copies)
Key Area 03- Research and Evaluation:
• Work with the technical teams to develop and implement an innovative plan for generating and sharing evidence to identify key issues for adaptive management and sharing feedback to consortium members and wider stakeholders on findings.
• Working in close coordination with the technical teams to provide problem-driven, politically smart, and adaptive research and evaluation approaches, using the results of the analysis to adapt project activities to emerging risks and nascent opportunities.
• Maintain an online research, assessments, and evaluation tracker and ensure that this is visible and used by program staff.
• With support from the project team, develop quality case studies.
Key Area 04- Accountability and Learning:
• Share reports with the project team as well as the management team based on quality and accountability findings.
• Leverage beneficiary feedback, information sharing, and promote transparency, dialogue, and trust around processes.
• Ensure the Feedback Complaint Response Mechanism (FCRM) is functional and accessible to beneficiaries.
• Ensure that the agreed action plans are followed in a timely manner by the program team and that the feedback loop is closed.
• Maintain a complaint and feedback database while performing regular analysis of the feedback data.
• Provide leadership, strategic direction, and oversight of the project’s learning approach.
• Adopt the use of digital technology to facilitate innovative strategies for shared learning across all stakeholders and ensure the key learnings are incorporated in upcoming plans and interventions.
• Apply lessons learned, case studies, and follow up on progress through monitoring and providing ongoing support
