Experience:

• At least 2 years

• Bachelor/Honors

• Minimum bachelor’s degree in social science, Development Studies, Statistics, or any other relevant discipline.

• At least 2–3 years of professional experience in MEAL, including the development and implementation of M&E systems, guidelines, and tools.

Desired Requirement:

• Extensive knowledge and practical skills in data analysis, outcome measurement, and impact assessment.

• Ability to take initiative, exercise sound judgement, and generate practical solutions and innovative ideas for complex situations.

• Good knowledge and understanding of the humanitarian architecture, disability inclusion standards, accessibility, and related principles.

• Strong diplomacy and interpersonal skills, with the ability to understand, manage, and reconcile multiple perspectives.

• Ability to priorities workloads, work effectively in a fast-paced environment, and manage stress with limited supervision.

• Excellent oral and written communication skills in both English and Bangla, with the ability to develop high-quality learning documents, reports, and knowledge products.

• Previous experience working in humanitarian contexts, particularly in Cox’s Bazar, will be considered an added advantage.

• Strong communication, conflict-management, negotiation, and problem-solving skills.

• Excellent team management, coordination, and leadership skills.Creativity and demonstrated ability to generate and apply new ideas to strengthen MEAL and data management systems.

• Strong skills in identifying, capturing, documenting, and disseminating good practices, lessons learned, and evidence-based learning. 

Monitoring, Evaluation, and Learning:

• Develop and implement MEAL plans aligned with project objectives, outcomes, outputs, and indicators.

• Regularly monitor project activities to assess progress, identify gaps, and ensure timely and effective implementation.

• Collect, manage, analyse, and interpret data to measure project performance, outcomes, and impact.

• Design and conduct surveys, assessments, and evaluations, including baseline, midline, endline, and outcome assessments.

• Support programme teams in using MEAL findings and evidence for informed decision-making, programme adaptation, and adaptive management.

• Ensure data quality through regular data checks, spot verification, validation, and data-quality assessments.

• Document and disseminate lessons learned, good practices, success stories, and case studies to strengthen programme effectiveness and organisational learning.

Reporting and Documentation:

• Prepare and submit accurate and timely MEAL reports to management, donors, partners, and other relevant stakeholders.

• Contribute to donor and project reports by providing accurate, relevant, and well-analysed MEAL data and evidence.

• Maintain well-organised and up-to-date MEAL documentation and records to support audits, evaluations, reporting, accountability, and organisational learning.

Capacity Building and Coordination:

• Build the capacity of project staff on MEAL concepts, tools, processes, data collection, analysis, and effective use of MEAL findings.

• Support project and proposal development by providing technical inputs on log frames, indicators, results frameworks, monitoring approaches, and MEAL strategies.

Others:

• The MEAL Officer will undertake any additional duties and responsibilities based on project needs and as assigned by the CDD authority.  

Safeguarding Responsibilities

• Adhere to CDD’s Children and Adult at Risk Safeguarding policies ensuring the safety and well-being of all project participants.

• Promote a safe and secure environment for all participants and stakeholders of the project.

• Report any safeguarding concerns promptly and follow the designated reporting procedures.

Additional Responsibilities

• Perform any other responsibility/ special duty delegated by the supervisor/line manager or CDD management.

Job Context:

• The Centre for Disability in Development (CDD) is a non-profit organization established in 1996 to develop a more inclusive society for persons with disabilities. CDD simultaneously builds technical capacities of the development stakeholders and the communities in how to be more inclusive whilst also enabling persons with a disability to participate in society by strengthening their leadership and providing them with essential rehabilitation and other supports.

• CDD is one of the most renowned organizations in the field of disability-inclusive development. CDD’s work in Bangladesh is supported by international and national donor agencies/development partners. CDD offers an inclusive, amicable, and respectable work environment.

• The Ramon Magsaysay Award (Asian version of the Noble prize) has been awarded to its former Executive Director in 2010. In 2018, CDD was recognized by the Government of Bangladesh as one of the best organizations working on disability and development issues.

• CDD is accepting application for the position of ‘MEAL Officer’ under a project named ‘Disability Inclusive Civic Engagement (DICE)’ to be implemented with the supported by the Nagorikata -Civic Engagement Fund (CEF). The duration of the project is till 30th June 2028. The selected candidate will initially be hired for a three-month probationary period. Upon successful completion of this period, his/her employment contract will be renewed on an annual basis.
