Educational Requirements:
∎ Master’s degree from a reputed University in any discipline of Social Sciences, or Statistics or Economics, Development Studies, or any other relevant fields.
Job Responsibilities:
∎ Preparing MEL plan, Result Framework, Performance Indicator Reference Sheets (PIRS), Performance Indicator Data Table (PIDT), MEL manual etc. for the Shamortha Plus Activity
∎ Providing guidance on the implementation of data quality assessments and develop the Data Quality Assurance (DQAs) systems and conduct DQA on regular basis.
∎ Provide strategic direction to the project for setting standard methodology and framework for assessing the quality and impact of the project/ programme.
∎ Develop the capacity of project and partner staff in programme monitoring by providing them with knowledge in basic MEAL approach, data collection tools, procedures, data processing, reporting etc.
∎ Implement a collaborative, learning and adapting (CLA) approach and Knowledge Management System for the project.
∎ Drafting Scopes of Work for evaluations, assessments, studies, and other research and lead baseline and endline evaluations, surveys, short studies, review designs and impact assessment studies for the project.
∎ Facilitate learning, review, and reflection sessions with and among partner organizations.
∎ Direct the partner organization to develop knowledge products on project’s learnings and achievements (case stories, most significant changes stories, blogs, articles, briefs, etc.).
∎ Plan and develop a comprehensive and digitized MIS by following MEAL system of project to ensure highly efficient and effective management of information.
∎ Capacity building of partners on digital tools and techniques and hands on support for effective and quality implementation on ground and providing guidance to colleagues and implementing partners on use of standard and custom indicators.
∎ Coordinate with Helvetas Bangladesh M&E Learning and Capacity Building platform to better coordinate shamortha plus with Helvetas Country Programme.
∎ Preparing and managing a robust database for the Shamortha Plus Activitry.
∎ Analysis and documentation of data/information for progress reporting and strategic project steering.
∎ Guide partner’s staff in preparing their progress reports and consolidated progress reports for programme/ project management to submit to donors, government, and other stakeholders, following approved reporting formats.
∎ Plan and conduct monitoring visits regularly in intervention areas and share the findings with concerned programme staff at the country office and partner office.
∎ Lead and coordinate project/ programme reporting as per MEAL framework plan and project/ programme plan.
Additional Requirements:
∎ Age at least 25 years
∎ At least 7 years of experience in the relevant field and 3 years’ experience in skill development projects with reputed national and international NGOs.
∎ Having work experience with the projects funded by large donors such as DFID, EU, GAC, GiZ, ILO, USAID, and Government funding.
∎ Working experience with projects funded by USAID will be given preference in selection.
∎ Robust understanding in Theory of Change, results chain and logical frameworks and other strategic planning and project implementation approaches.
Salary:
