Job Context:

Job Responsibilities:
∎ Ensure quality M&E at the program level that captures and presents results as per USAID's MEAL plan on Youth empowerment and social cohesion
∎ Implement the designed tools and SOP's aimed at monitoring program activities implementation against work-plan and Logical Framework, ensuring that programmes have specific, measurable, achievable, realistic and time bound indicators;
∎ Contribute to ensure quality and accountability (donors and beneficiaries related accountability);
∎ Support Capacity Building coordinator, with data analysis and the production of high quality, evidence-based, donor reports (monthly, quarterly, annual and final) in a timely manner to accurately reflect field level conditions and programming progress.
∎ Work to develop and maintain an effective information database, assisting in developing data entry, storage and analysis templates for YESC program and overall programs monitoring, providing resources and necessary support for program inputs and outputs.
∎ Monitor the programme activities and indicators on a regular basis and ensure all data are valid and easily traceable for tracking and monitoring of reports
∎ Prepare performance monitoring report as per project MEL plan
∎ Quality control of data collection through period spot checking and in coordination with broader programme team
∎ Advise on analysis of project data using international tools and methodologies.
∎ Conduct advanced statistical analysis when required.
∎ Work collaboratively on survey instruments for baseline - end line surveys, monitoring and evaluation surveys and needs assessments.
∎ Ensure data quality and integrity by periodically conducting field visits and spot-checks
∎ Document key learning of the project and inform programme decisions harnessing lesson learnt
∎ Assist in facilitating project review meetings/workshops (yearly project reviews)
∎ Work collaboratively under the technical supervision of the National MEAL coordinator of the Tdh.
∎ Work collaboratively with other team members of the Cox's bazar and Dhaka Tdh office.
∎ Other duties may be assigned by Program Director.
∎ Provide training and assistance to the partner's staff in participatory and qualitative design, monitoring and evaluation approaches, to implement realistic monitoring plans that capture quantitative and qualitative data for comparison against a program's targets.
∎ Train, assist and/or participate in baseline assessments to inform program design.
∎ Provide support/guidance in the selection of evaluators, development of terms of reference and scope of work for evaluation teams;
∎ Work with program coordination and contribute to support and train to apply lessons learnt, case studies and follow up on progress through monitoring and provide on-going support
∎ To commit to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
∎ To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies.
∎ These are skills, knowledge and experience that are important for effective performance.
Additional Requirements:
∎ At least 5-7 years' experience in M&E department management
∎ Strong experience in planning, design, management and implementation of Monitoring and Evaluation program strategies;
∎ Advanced computer skills, especially in Word, Excel, ACCESS, SQL, SPSS/STATA and others;
∎ Proven experience in using Mobile data collection for M&E purposes
∎ Strong communication, interpersonal and analytical skills;
∎ Ability to prioritize needs and carry out multiple tasks simultaneously;
∎ Proven experience in report writing
∎ Candidates with experience of working with geo-spatial software and analysis will be given preference
∎ Field Experience in Cox's bazar with USAID / Experience working with USAID funded project
∎ Familiarity with the M&E systems and tools of USAID
∎ Experience in Youth, youth Empowerment and gender diversity
∎ Experience in Child protection M&E (international and interagency child protection information management systems);
∎ Experience coordinating M&E activities at head office of an INGO;
∎ Experience conducting research, including the use of qualitative and quantitative research methodologies and data collection and analysis instruments;
∎ Strong demonstrated writing, editing, and analytical skills; ability to communicate clearly and efficiently;
∎ Previous experience from working in complex contexts;
∎ Documented results related to the position's responsibilities;
∎ Knowledge about own leadership skills/profile;
∎ Fluency in written and spoken English.
