Responsibilities & Context:

CWFD emerged from an emotional response to help women in need of reproductive health care counseling. The organization, originally named as “Concerned Women for Family Planning (CWFP), started its voluntary activities in 1974 to help the refugees coming to Dhaka city after the devastating famine of 1974. The organization was registered in 1975 with the Directorate of Social welfare and formally launched its project activities in 1976 with only five female staff to cover an area of Dhaka city slum comprising around 50,000 people. Mission Statement: CWFD is a non-political, non-profit national voluntary organization run by women of Bangladesh to support, promote and protect the interest of women in Bangladesh by providing community-based health care, empowering community to exercise their rights to eliminate social injustice, creating economic opportunities for marginalized urban and rural women by marketing health products, empowering under-privileged adolescents and youth in both urban and rural areas by enhancing their knowledge, attitudes, and practices, aiming to build an efficient generation of human resources to drive positive social change.

Overall project objective: To address the sexual and reproductive health and protection needs of women, adolescent girls, including pregnant women, and persons with disabilities affected by eastern flood-affected districts

Programme background:

Concerned Women for Family Development is receiving funds from the United Nations Population Fund (UNFPA) to implement the Adolescents and Youth Programme. This programme aims to address gender-based violence (GBV) in Bangladesh by establishing linkages to adolescents’ sexual and reproductive health and rights (SRHR) and gender equality and improving relationship-building skills. CWFD also implements a national humanitarian programme with funding support from UNFPA. As part of this, CWFD is working with UNFPA to implement the national humanitarian response.

Bangladesh is currently grappling with its fourth major natural disaster this year, following an unprecedented rise in the eastern river water levels and heavy rainfall, which have resulted in widespread flooding across several eastern districts in the Sylhet and Chittagong Divisions, including the Chittagong Hill Tracts. Many residents are stranded, while others have relocated to evacuation centers, where they may remain for the foreseeable future. The severe disruption in communication has also impeded the collection of accurate information, especially regarding the humanitarian needs of the most vulnerable women and adolescent girls.

Adolescent girls in affected areas are facing heightened vulnerabilities due to displacement, lack of protection, and the breakdown of social and health services. Limited access to menstrual products and facilities leads to poor hygiene, infections, missed education, and loss of dignity while increasing their risk of sexual violence, exploitation, unintended pregnancies, and gender-based violence. The absence of a coordination platform for mapping and managing Adolescent Sexual and Reproductive Health (ASRH) services exacerbates these risks. Additionally, adolescent and young girls being out of school for extended periods potentially exposes them to the risks of early marriage (Child marriage rate in Noakhali 42.8%; Feni 38.6%, Cumilla 53%, and Khagrachari 44%). The economic strain and insecurity from disasters often drive households to marry off daughters early to reduce dowry expenses or protect their perceived purity.

UNFPA’s response to flood interventions will seek to mitigate the impacts of gender-based violence (GBV), maternal mortality, and challenges in the menstrual health of adolescent girls during the natural disaster, by deploying flood rapid response activities in 03 high-risk ranking districts – Noakhali, Feni, and Khagrachhari. UNFPA will target 6,700 adolescent girls, including adolescent girls with disabilities at risk of flash floods or monsoon floods.

For the national humanitarian response, counseling through the Alapon Helpline will be provided in disaster-prone districts. Additionally, 6,700 MHM kits will be prepositioned and distributed in the affected areas. Youth forum members, CPP volunteers, and youth volunteers will be mobilized and incentivized to raise awareness and disseminate lifesaving messages among adolescents during disasters, focusing on GBV and child marriage.

Job Summary: The M&E and Documentation Officer will support the smooth implementation of the Programme activities in his/her respective areas. S/he needs to select volunteers, arrange training, select distribution points, and distribute MHM kits among adolescent girls.

Responsibilities:

  • Planning and implementation of project activities in the assigned areas. Liaison/coordination with all concerns. Prepare monthly work plan.
  • Provide support to the Humanitarian and A&Y Unit by arranging different types of training, meetings, and orientation.
  • Support the Humanitarian and A&Y Unit in Conducting the Youth Leader orientation training.
  • Supported volunteer selection, communication, and finalization in project implementing areas.
  • Provide support and guide the volunteers in the beneficiaries’ selection process as per the selection criteria.
  • Communicate and coordinate with concerned government and NGO stakeholders.
  • Mobilize the community leaders and other influential persons in the project areas.
  • Conduct orientation sessions with community leaders and other influential persons per the project brief.
  • Support in the distribution of MHM kits.
  • Ensure necessary payments to vendors, volunteers, and others per project needs and keep records.
  • Arrange and facilitate different types of training/ orientation sessions.
  • Establish and maintain liaison/coordination with the GO, NGO, youth leaders, Community groups, Health service providers, and others.
  • Document and prepare different project reports, case studies, and success stories.
  • Line of responsibility: The M&E and Documentation Officer will be directly reportable to the Project Officer- Humanitarian.
