CWFD emerged from an emotional response to help women in need of reproductive health care counseling. The organization, originally named as “Concerned Women for Family Planning (CWFP), started its voluntary activities in 1974 to help the refugees coming to Dhaka city after the devastating famine of 1974. Programme background:
Concerned Women for Family Development is receiving funds from the United Nations Population Fund (UNFPA) to implement the Adolescents and Youth Programme. This programme aims to address gender-based violence (GBV) in Bangladesh by establishing linkages to adolescents’ sexual and reproductive health and rights (SRHR) and gender equality and improving relationship-building skills. CWFD also implements a national humanitarian programme with funding support from UNFPA. As part of this, CWFD is working with UNFPA to implement the national humanitarian response.
Bangladesh is currently grappling with its fourth major natural disaster this year, following an unprecedented rise in the eastern river water levels and heavy rainfall, which have resulted in widespread flooding across several eastern districts in the Sylhet and Chittagong Divisions, including the Chittagong Hill Tracts. Many residents are stranded, while others have relocated to evacuation centers, where they may remain for the foreseeable future. The severe disruption in communication has also impeded the collection of accurate information, especially regarding the humanitarian needs of the most vulnerable women and adolescent girls.
Adolescent girls in affected areas are facing heightened vulnerabilities due to displacement, lack of protection, and the breakdown of social and health services. Limited access to menstrual products and facilities leads to poor hygiene, infections, missed education, and loss of dignity while increasing their risk of sexual violence, exploitation, unintended pregnancies, and gender-based violence. The absence of a coordination platform for mapping and managing Adolescent Sexual and Reproductive Health (ASRH) services exacerbates these risks. Additionally, adolescent and young girls being out of school for extended periods potentially exposes them to the risks of early marriage (Child marriage rate in Noakhali 42.8%; Feni 38.6%, Cumilla 53%, and Khagrachari 44%). The economic strain and insecurity from disasters often drive households to marry off daughters early to reduce dowry expenses or protect their perceived purity.
UNFPA’s response to flood interventions will seek to mitigate the impacts of gender-based violence (GBV), maternal mortality, and challenges in the menstrual health of adolescent girls during the natural disaster, by deploying flood rapid response activities in 03 high-risk ranking districts – Noakhali, Feni, and Khagrachhari. UNFPA will target 6,700 adolescent girls, including adolescent girls with disabilities at risk of flash floods or monsoon floods.
For the national humanitarian response, counseling through the Alapon Helpline will be provided in disaster-prone districts. Additionally, 6,700 MHM kits will be prepositioned and distributed in the affected areas. Youth forum members, CPP volunteers, and youth volunteers will be mobilized and incentivized to raise awareness and disseminate lifesaving messages among adolescents during disasters, focusing on GBV and child marriage.

Job Summary: The M&E and Documentation Officer will support the smooth implementation of the Programme activities in his/her respective areas. S/he needs to select volunteers, arrange training, select distribution points, and distribute MHM kits among adolescent girls.
Responsibilities:
