Knowledge & Skills:

  • Strong knowledge of PHC, maternal and child health, GBV, and emergency referral protocols.

  • Good understanding of supply chain basics, IPC, and EMR systems.

  • Basic computer literacy (MS Word, Excel, EMR platforms)

Responsibilities & Context:
  • Oversee all medical activities and ensure high-quality patient care in line with Tdh, MoH, SRH working Group, WHO and UNFPA standards.

  • Supervise BEmONC doctors, referral focal point, Nutrition counsellor, SRH Cleaners in imparting their duties. In addition, support capacity development of staff.

  • In absence of BEmONC doctors providing SRHR OPD consultation and Delivery care (If required).

  • Provide direct consultation, Implant and USG support on SRH and Neonatal unit.

  • Support the team during critical or complicated cases by actively participating and sharing clinical expertise.

  • Monitor clinical workflows and treatment protocols across general medicine and maternity units, and correct deviations as needed.

Team Management & Planning

  • Supervise a diverse team including BEmONC doctors, midwives, Referral focal Person, Nutrition Counsellor.

  • Coordinate daily duty rosters, approve time-off/leave plans, and ensure adequate coverage during peak hours.

  • Building a collaborative team environment and address any HR issues related to performance, discipline, or staff conflict in coordination with the PHC Manager.

  • In absence of medical supervisor, need to provide supervision to relevant staff and oversee the roles and responsibilities.

Training & Capacity Building

  • Identify skill gaps, provide mentorship, and plan regular training or refresher sessions to build staff capacity.

  • Facilitate clinical case reviews, mortality audits, and on-the-job learning opportunities to improve practice.

  • Encourage the documentation of patient success stories and motivate staff to contribute to project learning.

Quality Control & Compliance

  • Ensure protocols for ANC, PNC, family planning, GBV care, and emergency obstetric services (BEmONC) are followed correctly.

  • Monitor compliance with hygiene, IPC (Infection Prevention & Control), waste disposal, and safety procedures in all clinical areas.

  • Lead internal audits or supervision visits to assess quality standards and make improvements.

Pharmacy & Inventory Oversight

  • Work closely with the pharmacy staff to track drug use, avoid misuse or overuse, and support rational prescribing.

  • Monitor availability of essential drugs, consumables, and equipment.

  • Participate in forecasting and preparing medical supply orders.

Data & EMR System Management

  • Promote the effective use of the Electronic Medical Record (EMR) system.

  • Ensure all team members enter complete and accurate patient data into the EMR system.

  • Use data reports to monitor trends, evaluate service delivery, and support evidence-based decision-making.

Coordination & Collaboration

  • Collaborate closely with the outreach team, CHWs, referral hospitals, and relevant stakeholders to strengthen the referral mechanism.

  • Actively participate in coordination meetings (internal and external) and represent the PHC medical team when required.

  • Report challenges in referral pathways, staff behaviour, or major patient complaints to the PHC Manager and Health project manager.

Reporting & Communication

  • Contribute to monthly reporting, mortality reviews, and medical activity updates for management and donors.

  • Report adverse events, serious patient complaints, or safety issues within 24 hours.

  • Provide regular updates to the PHC Manager and Health Program Coordinator.

  • Maintain confidentiality and professional ethics in all activities.
