Responsibilities & Context: Job Purpose:
The Manager – Procurement is responsible for overseeing and managing the sourcing, negotiation, and procurement of construction materials, equipment, and subcontracting services for real estate projects. The role ensures the timely availability of quality materials and services at competitive costs while maintaining compliance with company policies and project timelines.
Key Responsibilities:
Procurement Planning & Strategy
- Develop and implement procurement strategies aligned with project schedules and budgets.
- Forecast material requirements based on project execution plans.
- Establish procurement policies, procedures, and approval workflows.
Vendor Management
- Identify, evaluate, and onboard reliable suppliers, vendors, and subcontractors.
- Conduct vendor performance reviews regarding quality, delivery, pricing, and service.
- Maintain long-term strategic relationships with suppliers.
Tendering & Contracting
- Prepare Request for Quotation (RFQ), Request for Proposal (RFP), and tender documents.
- Evaluate bids and negotiate commercial terms, pricing, and delivery schedules.
- Draft and finalize contracts/agreements with vendors and subcontractors.
Cost & Budget Control
- Ensure procurement aligns with project budgets and cost-control measures.
- Negotiate best prices and payment terms without compromising quality.
- Monitor market trends, price fluctuations, and alternative materials.
Coordination & Execution
- Coordinate with project managers, site engineers, and consultants for material specifications.
- Ensure timely delivery of materials to avoid project delays.
- Resolve procurement-related issues at sites (shortage, delays, quality mismatch, etc.).
Compliance & Documentation
- Ensure adherence to company procurement policies and legal requirements.
- Maintain proper documentation of purchase orders, contracts, and invoices.
- Audit and review procurement processes for transparency.
