Job Context:
∎ The HR Manager is responsible for various staff transitions and working closely with respective projects/departments/offices to ensure quality and timely HR services within the purview of the organizational policy and strategy. The HRM advises leadership and staff on HR management functions, HR policy interpretation, disciplinary matters, conflict resolution, and escalating matters as appropriate.

Job Responsibilities:

∎ Key Result #1: Lead recruitment & onboarding processes, and ensure compliance with policy and donor requirements
∎ Administer full recruitment cycle ensuring process is followed according to stated policy and HR process, delegating tasks as appropriate to HR team and Hiring Manager
∎ Proactively evaluate recruitment processes to determine needed improvements and operational gaps
∎ Coordinate new staff induction to the organization with appropriate stakeholders and monitor completion of the orientation components
∎ Ensure compliance with applicable Bangladesh labor law and donor requirements throughout the recruitment cycle
∎ Key Result #2: Staff Transition
∎ Identify and notify leadership on actions that deviate from policy and ensure proper and timely documentation of exceptional cases related to staff transition
∎ Get necessary approval from Country Director / Chief of Party/ HR Director on policy changes or policy exceptions relating to staff transitions, as and when required
∎ Assist Hiring Managers to manage staffing during the end of the project period and support in retention strategy and separation processes
∎ Key Result #3: Employee Lifecycle support, Staff Care, and Performance Management
∎ Secure and manage the confidentiality of all employment records
∎ Administer and monitor contracts and contract renewals
∎ Guide and motivate staff to develop additional skills and competencies
∎ Develop and manage staff performance management process
∎ Lead separation process for closing Employees
∎ Key Result #4: Lead the compensation, payroll and benefits processes
∎ Review and final check compensation and benefits procedures, including payroll, etc. for the national staff, Volunteer working closely with Line Manager and Finance team as applicable
∎ Follow-up the management of employee's income tax, Group life Insurance, and medical benefits as required
∎ Key Result #5: Organizational culture and personal development
∎ Implement initiatives that develop an organizational culture that reflects “the Heartbeat”
∎ Advise and guide management and staff on the interpretation and execution of HR policies and procedures
∎ Lead facilitation of organizational core training
∎ Key Result #6: Disciplinary, conflict, and grievances management
∎ Engage in disciplinary cases through preliminary fact-finding and more detailed investigations, as needed, and provide recommendations/opinions for action, after reviewing organizational policy and country laws
∎ Engage in cases of Show Cause, Suspension, Dismissal, and Termination with appropriate HR documentation
∎ Act as a PSEA & Safeguarding focal person for external and internal stakeholders and update the central Ethicspoint
