Job Context:
∎ Job Location: Dhaka (with field visits as required)
∎ Reporting Line: Director of Operations

Job Responsibilities:
∎ Prepare, update, and recommend human resource policies and procedures that support both iDE's HR strategy aligning with overall business strategy
∎ Ensure legal and compliance by monitoring and implementing applicable human resource requirements following Bangladesh labor law, as well as any requirements associated with international expatriate contracts
∎ Coordinate and liaise with iDE Global HR management to ensure consistent application of policy and to stay abreast of global organization HR requirements
∎ Supervise and manage all staff of the HR department; including day-to-day work planning, performance appraisal, guidance and mentoring, review and approval of work products, and adherence to workplace policy and procedures
∎ Facilitate the process to obtain required Work Permit and Visa for international staff from the GoB authority and related security departments
∎ Ensure the roll-out and implementation of on-going HR Software development and integration process
∎ Oversee and monitor the employee Performance Management system and process with an aim to ensure that employees understand how their assigned tasks and responsibilities contribute to the organization's mission and objectives, and are given clear performance expectations;
∎ Periodically evaluate and make recommendations to senior management for updating and improving/updating the HR policies including Performance Management System and process
∎ Ensure that staff performance appraisals are conducted on time and in accordance with approved policy;
∎ In order to maintain a vibrant, motivated and highly-skilled team, create and maintain an organizational professional development and staff capacity building policy and plan based on organizational strategic priorities and expressed staff needs for their own continued professional growth; coordinate with the finance department and the leadership team to develop an annual professional development and training plan and budget for the organization
∎ In coordination with the management team, ensure that an individual Development Plan covering performance improvement, career development and professional growth is created on an annual basis for each staff member.
∎ Oversee administration of the various employee benefits for both national and international such as insurance, provident fund, paid leave, gratuity, and allowances; ensure that employees are informed of the benefits available to them and kept apprised of any changes; review and assess benefit needs and trends and recommend benefit programs to management;
∎ Direct and oversee the processing of benefit claims
∎ In particular, administer the iDE International Assignment Policy for expatriates assigned to the iDE Bangladesh country office.
∎ Benefit administration and payroll management for national and international staff
∎ Other Duties Responsibilities:
∎ Ensure that job requirements and job descriptions for all positions are created, updated, and maintained in the proper format. This includes staff in both the Dhaka office and project field offices.
∎ Develop and maintain a new employee orientation program; ensure that all new employees are given a proper orientation, introduction and welcome before sending out to the project/unit
∎ Maintain and periodically update the organizational Grade, Salary and Position matrix in coordination with the Director of Operations and Director of Finance and get related information from similar type of organization
∎ Periodically conduct research to determine average salary and compensation ranges for representative positions similar to those at iDE in the development sector in Bangladesh; make recommendations to senior management based on the findings
∎ Oversee all recruitments and ensure that the recruitment process is conducted in a fair, transparent and competitive manner in strict accordance with applicable iDE policy and procedures.
∎ Receive and resolve employee grievances; working with Director of Operations ensure that employees are aware of grievance and whistleblower policies
∎ Ensure proper maintenance of HR personal files; ensure confidentiality is maintained and that access is restricted in accordance with policy
∎ In consultation with senior management and working close with Director of Operations, organize and oversee investigative processes stemming from alleged fraud, harassment, ethics, or other policy violations
∎ Oversee the separation process for all employees for both voluntary and involuntary separations; ensure that the separation checklist is completed and signed prior to the employee's departure.
∎ In coordination with the employee's supervisor, arrange and conduct exit interviews with Dhaka employees prior to their separation from the organization; ensure that exit interviews are carried out in field and project offices; analyze each exit interview in order to identify possible areas of improvement in the work environment or to organizational policies and procedures; make corresponding recommendations to senior management and take necessary arrangements.
∎ Adequate knowledge on HR software and its' implementation with necessary management.

Additional Requirements:
∎ Minimum 7 years of experience in Human Resources with INGO/ Donor/ Private Sector and at least 2 years' experience in the position as Manager- HR; working with NGO is desirable
∎ Good working knowledge of HR best practices, as well as advanced understanding of Bangladesh Labor Law
∎ Handling expatriate HR issues are desirable. International experience desirable
∎ Ability to exercise discretion and consistently apply professional judgement; maintain confidentiality and impartiality at all times
∎ Strong verbal and written communications skills; fluency in Bangla and English required
∎ Willingness and ability to travel to project locations outside of Dhaka (approximately 30% time)
∎ Experience in using of internet-based HR management software
∎ Familiarity with internet-based software systems such as Google Suite and Google Apps
∎ Other Information and Conditions:
∎ This position is full-time and regular in nature.
