Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, build capacities of local stakeholders, and reduce the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Number of staffs: Around 283 National staff and 9 international staff
∎ HI is currently looking for a Logistics General Facility Officer for its Logistics Department. The Logistics General Facility Officer will lead the logistics team of the Cox`s Bazar region and support project delivery in the efficient, cost-effective, and quality logistics services (fleet, office, guesthouse, assets, and liaison, etc.) in accordance with Handicap International standards. Due to the nature of the work and context, the position holder may be required to work beyond normal working hours, on weekends, and holidays.

∎ Type of Contract: Fixed-term
∎ Duration of the Contract: From as early as possible to 31 January 2022 with the possibility of an extension

Job Responsibilities:
∎ Objective-1: Planning and Strategic Role
∎ To ensure cost-effectiveness and reliability of support to HI projects.
∎ Implement and maintain logistics management policies, systems, and procedures.
∎ Liaise with the program team to plan for the order, receipt, storage, and distribution of office store items (stationeries & consumables)
∎ Coordination and overall responsibility of project logistics; ensure follow-up of HI Bangladesh procedures to the emergency context, guidelines, and policies for the management of procurement, vehicle fleets, communication systems, emergency preparedness, finance, IT, and security in line with HI guidelines and procedures.
∎ At the start of the new contract identify and communicate donor-specific logistics requirements to the relevant personnel to ensure compliance.
∎ Objective-2: Asset, Equipment, IT, and facilities management
∎ Ensure the respect of HI (and Donor if required) stock management procedures;
∎ Manage regular inventory (monthly, quarterly, yearly) for the different Equipment’s (identifications, inventory, affection) and stock in-office store/pool
∎ Ensure the security and the follow up of the equipment used on and the follow-up of the communication and IT equipment and supplies on the mission (identification, inventory, affection)
∎ Receive & register assets and low-value assets according to HI standard
∎ Organize and monitor proper archiving of asset/ stock documents
∎ Organize delivery to the requester according to HI standard (certificate of loan, donation, loss, etc)
∎ Collect information from Ukhiya and Teknaf and update the EMC accordingly and share it with the line manager at the agreed time monthly.
∎ Proceed to random physical inventory in Cox’s, Ukhiya, and Teknaf once a month and report to the EMC accordingly.
∎ Asset/ Equipment management: Asset & equipment’s inventory, installation, maintenance, EMC, Follow up, handover, storage, paper works
∎ Monthly inventory (pool and office store) & quarterly physical inventory for all equipment
∎ Carry out basic laptop/ computer troubleshooting including hardware and software, identifying trouble, archiving, back up. Contact with service provider/ arrangement support for needed.
∎ Contract and BMC (Building monitoring chart) follow up
∎ Ensure that the structures necessary for the base to function are restored and maintained (offices, programs, premises, warehouse)
∎ Ensure the follow-up of lease agreement updates and payment
∎ Ensure the proper archiving of the lease agreement
∎ Ensures effective management of office premises and facilities including offices, guesthouses. Liaise with the lessor for major repair and with security focal point for security concern
∎ Liaise with Dhaka GS team and line manager for issuing equipment lending certificate and staff final clearance
∎ Objective-3: Vehicle management
∎ To be a local contact point for vehicle management in the COXB site office including
∎ Objective-4: Travel Management (booking & accommodation)
∎ Ensure the respect of HI (and donor if required) travel management procedures
∎ Manage all travel and accommodation for CoxB field staff (Travel related car and hotel/GH booking, cancelation).
∎ Manage travel request follow-up and share the monthly report to line manager in the agreed time.
∎ Objective-5: Reporting
∎ Compile the all-log report (EMC, VMC, BMC, IT follow-up, Narrative report) and share with the line manager on the agreed time
∎ Objective-6: Ethics and Professional Practice
∎ Show professional ethics, respect, and promote Handicap International mandate;
∎ Respect the Handicap International Children Protection and Protection of Beneficiaries from Sexual
∎ Exploitation, Abuse and harassment policy, Anti-fraud bribery and corruption policy, and report to your line manager any non-respect of HI’s policies amongst the teams or partners;
∎ Respect any ethical standard adopted the Handicap International

Additional Requirements:
∎ Age at least 25 years
∎ At least 03 years experience in Logistics General Services/ Facility Management
∎ Excellent skills in IT: software and hardware
∎ Experience from working in complex and volatile contexts
∎ Demonstrable ability to think creatively and practically
∎ Knowledge about own leadership skills/profile
∎ Excellent communication, facilitation, and team-building skills
∎ Fluency in English, both written and verbal
∎ Excellent self-awareness, as well as strong analytical and critical thinking skills;
∎ Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision;
∎ Good organizational skills including accuracy, consistency, attention to detail, tenacity, and the ability to work under pressure;
∎ Significant understanding of complex emergencies and crisis contexts
