Job Context:
∎ Under the direction of the CASH-FOR-WORK (CFW) officer, the CFW Logs & Finance assistant will assist the timely and qualitative implementation of the CASH-FOR-WORKS (CFW) activities for Cox`s Bazar District according to the approved project approach funded by BPRM and in compliance with HI (and donors) procurement rules. S/he will support the preparation of detailed activity plan and a schedule for materials delivery on sites, directly supervises the CFW workers teams, supervises the delivery of materials on sites and their storages as well as preparing the necessary documentation for the payments of the CFW benficiaries. S/he will work in close collaboration with the finance and logistics teams.

Job Responsibilities:
∎ Project planning and implementation
∎ Supports the CFW officer in the selection of the accessibility work locations/sites by providing detailed technical information such as access to the site, relevant measurements, sketch/drawings and photos of potential sites pre-identified by the Mobile Units teams or community leaders
∎ Once selected, organizes the CFW beneficiaries by teams and assigns a team leader to each of them
∎ Supports the CFW officer in the development of a detailed implementation activities plan including sites location, duration of works, materials delivery and team organization.
∎ Prepare a detailed schedule for materials delivery on site(s) and identify potential storage area/facilities in the camps.
∎ Support the organization and facilitation of a team leaders (skilled workers) training before the start of the works to ensure team leaders are aware and understand well their roles and responsibilities
∎ Directly supervises the CFW team leaders (skilled workers) on their day-to-day activities, conduct regular sites visit and records progress on the accessibility construction works.
∎ Report immediately to the line manager any issue in regards to the activities implementation (for instance poor quality of the construction works conducted or low attendance of the beneficiaries) in order to take relevant actions and project readjustment.
∎ Logistics and Finance Support
∎ Logistics -
∎ Supports HI procurement officer in the selection of construction materials supplier and transporter by collecting quotations and other relevant documents (such as vehicle and driver legal documents) as well as participating in the bid analysis.
∎ Liaises with the relevant HI logs team member to facilitate the delivery of materials on sites from supplier(s) as per agreed provision and delivery plan.
∎ Prepares, signs and records reception note, delivery note and waybill for all materials delivered on site(s) by the selected supplier(s).
∎ Prepares and records storekeeping documents for all materials that will be stored and secured by community members in the camps.
∎ Ensures that a donation certificate is issued and properly filled by each team receiving tool kits
∎ Reports immediately to the line manager and the relevant HI log team member of any discrepancy (in quality and quantity) detected between the suppliers 'deliveries and the Purchase Order or contract.
∎ Prepares weekly transport plans for staff movement
∎ Finance
∎ Ensures that all CFW workers (skilled and unskilled) and community guards (materials) sign their attendance sheets on a daily basis.
∎ Supports the payment of CFW beneficiaries by preparing the Commitment of Authorization and submit supporting documentation (beneficiaries attendance sheets, approved list of selected beneficiaries etc.) to the CFW officer.
∎ If requested by the line manager, supports the payment of the beneficiaries by informing/mobilizing them in advance and by attending to the field's payment.
∎ After the completion of the materials delivery on site(s), supports the payment of the suppliers/transporters by preparing the Commitment of authorization and submitting relevant documentation (eg. Invoice, waybill, reception/delivery note etc.) to the CFW officer
∎ Project data, reporting and accountability
∎ Inputs the beneficiary list once approved
∎ Prepare all relevant project information template such as attendance sheet, details activities plan, donation certificates etc. and ensures they are correctly filled by the relevant staff and/or project participants
∎ Provides a weekly update to the line manager including activities progress and challenges faced
∎ Immediately reports to the line manager or other relevant HI staff any suspicion of breach of the PSEA and child protection policy within the CFW activities
∎ Ensure a good communication with the project's direct beneficiaries, community leaders and relevant external actors.
∎ Support any other duties requested by the line manager.

Additional Requirements:
∎ Both males and females are allowed to apply
∎ Previous experience with an INGO is a strong asset
∎ Previous experience in cash-for-work or construction activities is a strong asset
∎ Skills required
∎ Essential
∎ Experience in humanitarian context, preferably in the field of logistics (transport and supply), finance or construction;
∎ Knowledge of disability and development issues in Bangladesh;
∎ Communication skills in both verbal and written Bangla is necessary
∎ Desirable
∎ Strong team work approach
∎ Communication skills in both verbal and written English is preferable;
∎ Strong organisational skills
∎ Knowledge of Chittagonian and / or Rohingya languages a strong asset
∎ Sensitized on issues related child protection, protection of gender based violence etc.;

Salary:
