Job Context:
∎ Type of Contract: Fixed Term starting from 15 March 2020 to 14 March 2021
∎ Job Purpose: The Logistics and Supply Chain Manager is responsible to ensure the effective and efficient logistics, procurement and IT management in support to the emergency response programme of Cox`s Bazar. He/she will develop an efficient and cost effective logistics and procurement unit that meets guidelines, policies and procedures of Concern. He/she will work closely with Program Managers, Project Coordinators, Finance, and HR staff. He/she will also work closely with Systems Director and other support department team based in Concern Country Office in Dhaka.

Job Responsibilities:
∎ Support the management and tracking of project orders in the Supply Request (SR) tracking sheet.
∎ Assist in developing an efficient and effective supply chain; keep an updated database of local suppliers and prices of frequently needed goods and services.
∎ Support effective warehouse management in accordance with the Concern guidelines and or donor requirements.
∎ Support regular maintenance of communication equipment in liaison with the Emergency Director.
∎ Train staff on use of communication equipment and communication protocols.
∎ Support the IT Manager in designing a procurement plan of ICT equipment and contribute to donor budgeting.
∎ Ensure all required and available communication equipment are installed and working: mobile network, etc. and functioning properly.
∎ Review monthly logistics reports and share with the Emergency Director
∎ Send the SRT report every week to all staff to allow them to track the progress of their requests, Circulate the DIK and the Stock report Monthly to all Program Managers, Systems Director, Finance and Emergency Director.
∎ Ensure a robust vehicle maintenance system is in place and that maintenance works are property documented
∎ Review monthly transport reports, authorise the fuel vouchers and monitor fuel consumption.
∎ Support proper application of SoPs in different locations and review risk matrix as required
∎ Liaise with Dublin Supply & Logistics Department for large procurements
∎ With the assistance of the Emergency Director, develop and roll out reporting tools and templates.
∎ Promote and ensure compliance with the requirements of Concern's Code of Conduct and its associated safeguarding policies and Core Humanitarian Standards of Accountability (CHS) to ensure maximum protection to programme beneficiaries, and to welcome feedback.

Additional Requirements:
∎ At least 7 year experience working with international NGOs or UN agencies, preferably in humanitarian supply chain in emergency contexts and operations
∎ Substantial experience in all technical areas of supply chain operations including procurement, transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security
∎ Good understanding of donor rules in relation to this role, with a particular focus on DFID, ECHO, UNICEF, WFP.
∎ Proven capacity-building ability, including training, coaching and mentoring staff
∎ Strong communication negotiation and conflict resolution skills.
∎ Strong planning, problem solving and analytical skills
∎ Technical experience/training in specific areas of logistics e.g. fleet mechanics, IT/communications networks
∎ Fluent written and spoken English, Excellent computer and internet skills.

Salary:
∎ The gross annual salary range (inclusive of Festival Bonus, Gratuity and Provident Fund will be ( BDT 1,775,159/- to BDT 2,335,988/-)
