Additional Requirements: Experience:
Minimum 3-5 years of experience in community development, youth empowerment and livelihood operation.
Prior experience in conducting PRAs, FGDs, and community mobilization activities.
Skills:
Strong communication, facilitation, and leadership abilities.
Proficiency in MS Office and report writing.
Understanding of sustainable livelihoods, risk assessment, and Economic empowerment.
Behavioural Competencies:
Gender-sensitive and inclusive approach in community engagement.
Ability to work in remote locations and manage multiple tasks under pressure.
Responsibilities & Context: Job Context
- Uttaran is a national development organization working in the coastal region of Bangladesh since 1985 to uphold rights and entitlements and to improve the socio-economic condition of the poor and disadvantaged. Uttaran facilitates in getting access to and control over resources by the poor and disadvantaged to improve agricultural productivity and economic empowerment.

Job Responsibilities: Livelihood/Youth Economic Empowerment Officer
As the Livelihood/Youth Economic Empowerment Officer, you will play a pivotal role in ensuring the effective implementation of project activities within the livelihood and economic empowerment operation. Key responsibilities include:
Community Engagement and Planning
- The Livelihood/Youth Economic Empowerment Officer will play a key role in supporting the project’s livelihood initiatives, focusing on enhancing income-generating opportunities and economic resilience for youth and communities.
- Collaborate with project managers to develop detailed project plans, including objectives, timelines, budgets, and resource requirements.
- Provide necessary support to technical team to conduct the livelihood programs of the project
- Conduct training and community meetings at ward and union levels to mobilize and engage beneficiaries and youths.
- Conduct thorough needs assessments and beneficiary consultations to identify livelihood opportunities and challenges
- Design sustainable and contextually relevant livelihood interventions based on the assessed needs and project goals
- Foster strong relationships with project beneficiaries, youths and community members, promoting their active participation and ownership in project activities.
- Conduct regular community meetings to gather youths, address concerns, and ensure the project’s alignment with community needs.
- Implementation and Coordination:
- Oversee the day-to-day implementation of livelihood activities, ensuring adherence to project timelines and quality standards.
- Coordinate with local partners, community leaders, and beneficiaries to ensure smooth project execution.
- Organize training sessions, workshops, and capacity-building activities to enhance beneficiaries’ and youths’ skills and knowledge.
- Collect and analyze data to measure the effectiveness of livelihood interventions and youth leadership identify areas for improvement.
- Prepare regular progress reports for project management and donors, highlighting achievements and challenges.
- Capacity Building:
- Provide training and mentorship to project staff, volunteers, youth and beneficiaries to enhance their skills and knowledge related to livelihood activities and youth empowerment.
- Support the development of sustainable income-generating opportunities for the youths.
- Networking and Partnerships:
- Collaborate with government agencies, non-governmental organizations, and other relevant stakeholders to leverage resources and expertise.
- Represent the organization in relevant forums, workshops, and meetings related to livelihood and community development and market linkage.
- Stakeholder Engagement
- Communicate and collaborate with government representatives, market actors and other key stakeholders to gain support for project activities.
- Build and maintain strong relationships with local authorities, community leaders, and partner organizations.
- Actively participate in relief operations and ensure equitable and efficient support to affected communities.
