Job Context:
∎ Helen Keller International (HKI), Action Against Hunger (ACF) and implementing partner (IP) will work in the proposed project area to ensure the vulnerable households are adequately covered while avoiding overlapping. HKI with ACF and IP will take initiative to identify gaps in livelihood recovery efforts and collaborate with other projects to minimize the gaps. At the end of the proposed project, HKI together with ACF &IP will try to explore avenues for linking the project beneficiaries to next level of development programs such as short-term economic recovery in order to support them for longer-term economic growth. Furthermore, the project will coordinate with Food Security Sector (FSS) and Cash Working Group (CWG) in Cox`s Bazar as well as government authorities on a regular basis.
∎ HKI is seeking qualified candidates for the following positions for its FFP.
∎ Reporting to : Deputy Chief of Party - FFP Project and Director-FSL
∎ Duration : The expected project period is through March 2021; start date in November/December 2019.
∎ Scope of Work: The Livelihoods Specialist overseeing Food Security, Livelihoods and IGA activities in the FFP emergency response project in Cox`s Bazar District. S/he is expected to lead and contribute on program planning, budgeting and procurement. S/he is also managing technical field staff and support the CoP and DCoP on program implementation, coordination and capacity building and work with the DCoP on assessment, monitoring and evaluation activities. S/he is expected to mentor and guide the program staff. S/he ensures compliance with donor requirements and HKI policies, procedures, and processes. S/he builds capacity of HKI and partner organization staff in livelihoods and food security program. Helps develop behavior change communication tools related to program includes training modules and by ensuring program quality through project management and supervision. Regularly maintain communication and activity coordination with key government and civil society partners. Represent HKI on FFP program among donor, government, and other partners.
Job Responsibilities:
∎ Take the lead in planning and implementing Food Security, Livelihoods, Marketing and IGA activities for the FFP emergency response project;
∎ Ensure quality and oversee the monitoring of FS&L, Marketing and IGA activities in the field and use the information collected to make adjustments to the program.
∎ Provide technical assistance to the field staff during FS&L training for beneficiaries at the community level.
∎ Assist in establishing linkages between district agriculture and other offices to integrate the FS&L components of the project.
∎ Liaise with M&E on an on-going basis for the smooth implementation of project activities and prepare the checklist to monitor field staff for quality implementation
∎ Skilled on maintaining inter-personal relationship, correspondence and liaison with project coalition and IP partners, GOB Officials and different private sectors.
∎ Design policy and develop implementation strategy for promoting/disseminating FS&L activities at the community level to improve the food & nutrition of beneficiaries.
∎ Provide appropriate technical guidelines to design/organize field levels extension activities for IGA on and off farm activity and market development through training and meeting.
∎ Oversee proper collection of data and dissemination of information needed to monitor and evaluate FS&L activities based on sustainability and details with cost-effective measures.
∎ Prepare technical guidelines, case studies, bulletins, donor progress reports, and other papers as required
∎ Guide and develop training manual on FS&L together with team.
Additional Requirements:
∎ At least 5 years of management experience in FS&L, nutrition and development programs is required.
∎ Strong experience in managing USAID emergency response grants.
∎ Experience in market analysis and cash program design.
∎ Proven capacity to supervise, and coach staff in FS&L technical skills.
∎ Ability to write clear and well-argued assessment and project reports.
∎ Detailed-oriented with strong organizational and time management skills.
∎ Excellent interpersonal communication skills, both oral and written.

To achieve this objective, HKI is working in partnership with CRS, CARITAS Bangladesh, five local implementing partners, individuals, communities, traditional institutions and the Government of Bangladesh to affect enduring positive change by addressing immediate needs while investing in the future of food security and resilience.
