Job Context:
∎ Emergency context and needs
∎ A high proportion of the Undocumented Myanmar Nationals (UNM) refugees in Cox’s Bazar remain in a chronic emergency situation due to long-term challenges to find a durable solution to their status in Myanmar and Bangladesh and therefore require continuous humanitarian assistance. The new influx, with more than 600,000 arrivals from August 2018, has created even more pressure on resources and increasing humanitarian needs. The host Bangladeshi communities are also affected by the presence of a large refugee population living in the region. The two sub-districts of Ukhiya and Teknaf, where the refugees are mostly residing, are vulnerable to increased rates of poverty due to lack of public and private services, scarce job opportunities and limited natural resources, among other key causes. In addition, this coastal region is continuously dealing with the impacts of natural disasters, mostly cyclones and flooding, during which meagre assets of the local population are damaged or destroyed. The humanitarian needs resulting from the Mora’s devastating impact and the new arrivals of refugees have not been fully met yet, and the cyclone season is expected to start soon.
∎ MISSION CONTEXT:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society.
∎ In Cox Bazar’s district, HI has a strong knowledge and experience in chronic emergency response. Thanks to three projects implemented before the crisis, HI is providing services in rehabilitation, protection and PSS, with an inclusive mainstreaming approach to refugees and host population. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society, in order to provide sustainability in its action.
∎ Emergency Response
∎ In response to the massive influx of refugees, HI also set-up an emergency intervention responding to the needs of thousands of refugees. Multi-sectorial mobile teams are currently working in the “mega camp”, providing services in rehabilitation, health, protection and PSS. Because of the extremely vulnerability of certain persons, the mobile intervention helps reaching people forgotten by static activities. HI is also providing kits (shelter, NFI, WaSH, dignity, dry food) through a dedicated team in order to have a more integrated approach and respond to the needs of new arrivals.
∎ Through its brands ATLAS logistics, HI set-up two storages in Ukiya and Teknaf and is facilitating transport to support other actors in their intervention.
∎ Last, being very concern by the next monsoon season, HI is currently building a strategy of disaster risk reduction in coordination with an already experimented HI team in Dhaka as well as with the other actors in the zone.

Job Responsibilities:
∎ Responsibility 1: Ensuring the operational implementation of Atlas services
∎ -Ensure “acceptance” of the project in the areas of intervention;
∎ -Help to plan and organize platform activities in accordance with partner organization’s request.
∎ -Participate to plan the activities in an efficient manner and according to priorities, in liaison with the partners (Ministry of Roads and Highways, Log Cluster, etc.);
∎ -Keep up-to-date with developments in the context, especially with regard to humanitarian intervention priorities and accessibility
∎ -Ensure collaboration between two storage platform and atlas transportation team in Ukhiya
∎ -Participate in team meetings led by the DPM. In absence of the DPM, lead the team meetings.
∎ -Ensure operational monitoring to develop new services
∎ Responsibility 2: Ensuring the project’s external coordination
∎ -Support the PM in external representation activities to build relations with other actors and promote Atlas logistics services.
∎ -Ensure that communication with partners is in line with the PM’s strategy
∎ -Develop, maintain, and establish excellent working relationships with a wide range of humanitarian responders (UN agencies, International and national NGO partners, etc.). Make them aware about the project and its objectives
∎ -Establish contacts and operational links with the local authorities and the humanitarian stakeholders in the project for the implementation of activities, and organise partnership agreements signature to this effect
∎ -Participate in local coordination meetings
∎ -Produce regular multimedia materials (i.e. blog posts, photos, photo slideshows, etc.) documenting the project for external meeting
∎ -In coordination with the Project Team, ensure that feedback gained from project activities is made available to humanitarian organizations (i.e. brief presentations at coordination meetings and other relevant forums, etc.)
∎ Responsibility 3: Ensuring the partnership follow-up
∎ -Ensure that partnership agreements with partners are up to date
∎ -Maintain and update a database with all the relevant contacts from the different organizations involved in the Atlas activities
∎ -Regularly solicit partners to obtain their storage and transport forecasts
∎ -Organize and facilitate meetings with partners to present Atlas activities, discuss issues, identify partners' expectations and define areas for progress
∎ Responsibility 4: Ensuring logistic assessments
∎ -Carry out assessments on local logistics capacities
∎ -Create mapping of local NGOs working in the camps and assessing their potential interest in Atlas services

Additional Requirements:
∎ Both males and females are allowed to apply
∎ -Extensive experience working in complex relief operations in challenging environments, preferably in humanitarian crisis context
∎ -Very good working knowledge of the mandates and modalities of the international humanitarian sector. A thorough understanding of the work of humanitarian and development agencies, including working within the UN cluster system;
∎ -Strong communication and diplomatic skills
∎ -Good planning and organisational skills
∎ -Proven ability to develop and monitor work plans and training plans
∎ -Forward-planning and decision-making
∎ -Ability to work under pressure (heavy workload on occasion, temporary deterioration in the security situation)
∎ -English language skills mandatory
∎ -IT skills (Windows)
