Job Context:
∎ ABOUT POLICY LINK
∎ The five-year (2019 - 2024) Feed the Future Policy Leadership, Interactions, Networks and Knowledge (Policy LINK or LINK) project will strengthen the capacity of local actors and institutions to lead and manage the agricultural transformation process and contribute effectively and collectively to improved, broad-based food security policy outcomes.
∎ Specifically, the program aims to strengthen food security policy systems by investing in and reinforcing productive human and social capital and developing strategic partnerships that help bring these innovations and capacity investments to scale in order to achieve a critical mass of local actors with the ability and opportunity to effect positive policy change through collective action.
∎ Policy LINK Bangladesh Buy-in:
∎ Policy LINK is expecting a large five-year buy-in from the USAID Bangladesh Mission to be approved in late August 2020 to implement a Feed the Future Agricultural Policy Activity, with the following technical objectives:
∎ 1. Enhanced food security leadership and management capacities;
∎ 2. Strengthened communication, coordination, and cooperation among institutions (such as policy institutes, universities, and think tanks) for more effective and accelerated policy implementation;
∎ 3. Increased influence of local actors and communities to affect food security policy and governance decisions; and
∎ 4. Increased participatory policy learning and knowledge-sharing practices at national and sub-national levels.
∎ ABOUT DIGITAL FRONTIERS
∎ The five-year (2017 - 2022) Digital Frontiers project works closely with USAID`s Global Development Lab (GDL), the Center for Digital Development (CDD), USAID Missions, the private sector, and international and local development organizations to identify successful and sustainable digital development approaches and scale their impact globally.
∎ Digital Frontiers Bangladesh Buy-in:
∎ Digital Frontiers is expecting a two-year buy-in in late August 2020 from the USAID/Bangladesh Mission. The activity seeks to promote the efficient and effective use of digital tools and technologies to build the capacity of value chain actors (e.g. livestock service providers, market vendors, artificial inseminators, and feed dealers/distributors) under a market systems approach.
∎ The Activity will pilot existing digital tools and scale up those that are proven to be effective to build the capacities of value chain actors, their clients and customers towards improving their agricultural productivity, resilience and household nutrition. Increased agricultural productivity will sustainably increase the competitiveness of value chain actors` agricultural products and services, and enhance domestic, regional and international trade, increasing the country`s foreign exchange potential and making it less vulnerable to malign influence. Finally, this Activity will also sustainably increase the number of clients and customers reached by FTF activities as these value chain actors will continue building the capacity of new and existing clients and customers during and beyond the period of USAID-supported implementation.

Job Responsibilities:
∎ Position Objectives
∎ The IT and Knowledge Systems Manager will be responsible for overseeing use of IT and knowledge management systems in support of office operations and program activities for Policy LINK and Digital Frontiers. Key responsibilities include custody, organization and maintenance of knowledge management and IT systems and infrastructure. S/he will support the program in leveraging new technologies and practices to strengthen program implementation.
∎ S/he will continually reinforce project core purpose and principles, and ensure all decision-making is rooted in the purpose and principles. S/he will contribute to a learning environment in which personal and team growth is supported, with a shared understanding that the "team" always comes before the "individual."
∎ Specific Responsibilities
∎ IT
∎ • Support procurement of IT equipment as needed;
∎ • Manage IT infrastructure including computers, network server and communications equipment;
∎ • Manage software subscriptions and updates;
∎ • Act as IT liaison with other Digital Frontiers & Policy LINK offices, as well as DAI's Home Office;
∎ • Provide IT support to staff members and activity teams;
∎ • Ensure all IT and knowledge products and systems are appropriately closed down during closedown of any Bangladesh activities;
∎ • In consultation with DAI home office, provide support for using Microsoft Teams, TAMIS, and TAMIS Pro among other institutional software;
∎ • Provide technical services to activity teams and be part of activity teams as called upon; and
∎ • Administer collaboration and learning platforms on behalf of the Bangladesh teams for both projects.
∎ Knowledge Systems
∎ o Support knowledge management practices and systems, including managing quality and consistency of website resources/SharePoint/Google Drive document libraries and other Knowledge Management (KM) systems in coordination with other Policy LINK and Digital Frontiers staff members assigned KM and Communications duties;
∎ o Identify, evaluate and help deploy new KM systems and tools, encouraging use of the new practices;
∎ o Periodically analyze the effectiveness of the knowledge management infrastructure, by observing its usage and evaluate the cost-benefit;
∎ o Act as a mediator to answer the queries of clients and staff about knowledge management products and practices;
∎ o Support the use and analysis of social networks and platforms;
∎ o Encourage staff to share knowledge effectively and efficiently.
∎ Reporting
∎ This position will report to the Policy LINK Bangladesh Finance & Operations Director with a dotted line of reporting to the Digital Frontiers Bangladesh Senior Finance & Operations Manager. S/he will collaborate closely with other staff performing Knowledge Management and Communications tasks as necessary to ensure the smooth implementation of activities.

Additional Requirements:
∎ At least five years of experience in PC and Server support, especially with Windows Server & Windows Client operating systems.
∎ LAN and WAN knowledge and experience.
∎ IT troubleshooting skills and experience.
∎ Experience with Office 365 program suite and common client applications such as Word, Excel, PowerPoint, Teams, Outlook, Adobe Acrobat, Nitro Pro.
∎ Experience developing and updating web-based knowledge management systems and databases, such as via SharePoint.
∎ Experience organizing virtual trainings, workshops, and other meetings on platforms such as Zoom and Google Meet.
∎ Experience supporting donor-funded programs, particularly USAID programs, preferred.
∎ Experience or basic knowledge of Lotus Notes Client Administration, and replication within a WAN preferred.
∎ Cisco administrative experience preferred.
∎ Good working knowledge of English.
