Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Number of staffs: Around 282 National staff and 10 international staff
∎ HI is currently looking for an Inclusive Education Technical Specialist for its Technical Unit. The Field inclusive Education Technical Specialist contributes within the country to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of sound management and successful functioning of the global organization, through paradigm changes.
∎ Job Location: Dhaka with 50% - 60% travel to project location field bases in Cox`s Bazar, Ukhiya, Teknaf, Kurigram, Sitakunda, and Chittagong
∎ Line Manager: Technical Unit Manager
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: As early as possible to 31 March 2022 with the possibility of extension of the project.

Job Responsibilities:
∎ Objective-1: Expertise
∎ Contributes to the country strategies in line with the global strategies
∎ Provides sectorial technical inputs to the STRATOPs of the Programmes under his/her scope and in his sectorial scope, in line with the global STRATECH and ensure relevant follow up
∎ Ensure technical support to projects in line with the global technical frameworks and standards on his sectorial scope
∎ Provide adequate technical guidance and support to Project Managers when relevant (adapt standards to PM's tools, contribute to proposal writing and reporting) in line with strategies, standards, and mandatory transversal approaches
∎ Ensure adequate support to multi-sector responses within projects, in line with the other Specialists
∎ Ensure a local sectorial watch, best practice capture on his sectorial scope
∎ Contribute to recruitment and briefing when relevant
∎ Ensure technical learning from projects
∎ Contribute to projects' capitalization and ensure technical learning from projects in his sectorial scope
∎ Ensure the control & monitoring of the technical quality and the relevance of HI's activities in the Programmes under his scope
∎ Ensure regular technical quality control of projects and programmes and issue warnings and recommendations
∎ Monitor the implementation of audit recommendations, if applicable, in his sectorial scope
∎ Ensure compliance of the technical proposition with nexus stakes
∎ Contributes to the development of research and innovation projects in the region when relevant, in his sectorial scope
∎ Suggest and steer technical innovation projects
∎ Identify the priorities of Research and Studies and steer R&S
∎ Contribute to the Technical Divisions professional channel animation
∎ Contribute to the global animation of the professional channels under his sectorial scope coming from the Technical Divisions (community of practice...)
∎ Animate a local talent pool in his sectorial scope (carry out technical interviews of candidates and produce recommendations, identify the needs regarding training)
∎ Objective-2: Influence
∎ Contribute to the local external prestige and influence of HI's expertise in his sectorial scope
∎ Represent the technical expertise of HI throughout the local relevant networks
∎ Contribute to advocacy on specific themes in line with the global advocacy priorities
∎ Contribute to communication messages locally in line with the global communication priorities
∎ Objective-3: Business Development
∎ Ensure the development of major opportunities or new projects in the region under his sectorial scope
∎ Contributes to the context analysis in his sectorial scope
∎ Contributes to the design and writing of new projects in the region and when asked in other countries within the Geographic Division
∎ Identify & transform major opportunities in the region under his scope.
∎ Contributes to the conception of major projects (multiple countries, one theme) or of new projects in the region
∎ Identify & develop local partnerships and/or consortiums with NGOs, Institutions, and Companies on technical priorities or important topics in the region under his sectorial scope.

Additional Requirements:
∎ Age at least 30 years
∎ Minimum of 5 years of relevant experience in a Senior Advisor position in a project of similar magnitude and complexity.
∎ Experience working with students with disabilities in a developing country.
∎ Experience working closely in partnership with ministry counterparts, international development agencies, non-governmental organizations, and other collaborators/stakeholders.
∎ Experience with developing and implementing tools for screening students for visual and auditory disabilities, preferably in a developing country.
∎ Knowledge of the early grade reading assessment and experience adapting assessments for use with students with visual or auditory disabilities in Bangladesh or in the South Asia Region.
∎ Previous experience with Handicap International would be an asset.
∎ Experience in Project management in the field of education would be an asset.
∎ Experience in working in Emergency & Protracted crisis settings would be an asset.
∎ Demonstrated problem solving, communication, and advocacy skills; and
∎ Good interpersonal, communication, coordination, and networking skills
∎ Flexibility and ability to handle multiple tasks simultaneously.
∎ Strong oral and written communications skills in English.
∎ Ability to develop tools including quality control tools, to ensure quality deliverables from a team across consortium partners, including with local organizations.
