Job Context:
∎ The Technical Inclusion Specialist is responsible to ensure the technical quality of mainstreaming and promoting inclusion of men, women, boys, and girls with disabilities of various ages, within HI`s humanitarian action projects and in partnership with other actors within their humanitarian response, especially in the consortium-led project. This will include mainstreaming technical support in various sectors, including WASH, health, protection, shelter, education among others.

Job Responsibilities:
∎ Main responsibilities
∎ Contributing to the overall planning for HI's mission and lead the design and implementation of strategy and interventions on disability, age, and gender-inclusive services in close link with other relevant technical expertise and sectors of intervention based on identified opportunities, needs, and interests.
∎ Providing regular guidance on disability mainstreaming specific to strategies, programming, and service provision, support, and skills development to HI staff, consortium partners, humanitarian actors and to promote a coherent and evidence-based approach.
∎ Ensuring a coherent and adapted approach for service providers and the wider humanitarian body where appropriate, promoting disability, age, and gender inclusion within emergency and development activities in Cox Bazar. Alongside ensuring the transfer of skills, tools, good practices inside the HI interventions.
∎ Helping to define strategies, processes, and action between emergency preparedness, acute emergency response, and early recovery and reconstruction phases to facilitate transition and complementarity of action efforts and priorities for disability, age, and gender-inclusive services.
∎ Providing skills development, guidance, and support the development of the project teams and inclusion officers.
∎ Developing tools and resources in line with global and national frameworks, guidelines to ensure that services are inclusive of men, women, boys, and girls with disabilities, including older people, supporting the widespread roll-out of tools and guidelines both internally (HI mission) and externally.
∎ Responsibility: Strategy Development
∎ Sub-responsibilities:
∎ Identify, analyze, and report on barriers and risks, including factors of discrimination to promote inclusive humanitarian services.
∎ Provide support to the development of processes and tools to facilitate transition and complementarity between emergency preparedness, response, reconstruction and development programs for disability inclusion
∎ Contribute to needs assessments/ context analysis and tp the design, development, and writing of new projects /adaptation of existing projects
∎ Contribute to the overall strategic planning for HI's mission and participate in strategic workshops and exercises
∎ Contribute to the program's inclusion strategy in line with the global strategies, and with HI's global and country strategies. This work is done in collaboration with the technical unit Coordinator, operational and other technical teams, and HQ Specialists.
∎ Responsibility: Technical Support
∎ Provide support and guidance to HI teams, consortium partners and wider humanitarian actors to ensure disability, age, and gender-inclusive strategies, responses and data systems
∎ Develop the technical competencies of HI Teams and Partners:
∎ Assess the capacity building needs of HI teams and partners and define relevant action plan to improve knowledge, awareness, and skills
∎ Design information sessions, awareness sessions and training, and relative supporting manuals/tools
∎ Train and coach HI teams, other humanitarian agencies(including HI consortium partners), Government officials on disability, various legal and human rights instruments related to disability, inclusion and mainstreaming, rights of persons with disabilities, the inclusion of disabilities in humanitarian action, disability and development, etc.
∎ Carry out training needs assessment of various target group, develop a training curriculum and material, develop a coaching plan and ensure quality implementation of the same
∎ Ensure quality implementation through technical guidance and support
∎ Assess the level of disability inclusion in HI as well as partner humanitarian actions, in relevant phases of the Project Cycle Management, and the definition of an action plan to improve disability inclusion
∎ Facilitate partners' decisions on prioritisations of the actions
∎ Design and create a support plan, once the partner's priorities are established
∎ As part of the support plans, build the partner capacity to implement and monitor the actions identified (see the previous sub-responsibility)
∎ Design and create tools and materials required to implement the support plans
∎ Provide consortium partners and other humanitarian agencies with existing sectoral guidelines on disability inclusion and support revision of partners' guidelines, Standard Operating Procedures, service delivery pathways, and toolkits, MEAL procedures and toolkits to mainstream disability inclusion in their actions
∎ Support HI teams to accompany the partner throughout the changes, troubleshoot problems
∎ Support engagement of senior management for sustainability of changes
∎ Collect, analyze, and report any relevant information related to the protection and inclusion of people with disabilities and other groups facing discrimination. Deepen planned assessments, data systems, and monitoring tools to better understand the needs of people with disabilities and other groups at risk of exclusion, and the barriers and facilitators for access together with people with disabilities.
∎ Promote, advocate and build capacity for an inclusive humanitarian response within coordination mechanisms, working groups, and towards partners (Government meetings, clusters, consortium members, working groups), with a specific focus on the Age and Disability working group (ADWG).
∎ Responsibility: COORDINATION AND REPRESENTATION
∎ Sub-responsibilities:
∎ Participate and contribute technical expertise to the Age and Disability Working Group
∎ Promote HI work in inclusive humanitarian action and represent the technical expertise of HI throughout the relevant networks and coordination mechanisms, including towards donors.
∎ Contribute to advocacy on inclusive humanitarian action in line with global advocacy priorities
∎ Mobilize and strengthen persons with disabilities and representative organizations to ensure meaningful participation when influencing
∎ Collaborate and coordinate with the other technical, operational and support departments of HI's mission, according to the needs;
∎ Participate in the Technical Unit coordination meetings and workshops.
∎ Responsibility: Reporting
∎ Sub-responsibilities:
∎ Ensure the formalization and evidence-based learning of all activities/ learning experiences and good practices including but not limited to strategy, approach, partnerships, reporting on assessments/training/workshop documents.
∎ Adapt existing good practice collection methods and ensure good practice and added value of HI mainstreaming activities is captured, documented and disseminated
∎ Collect technical documentation in relations to inclusion in the sectors supported to contribute to the definition of country methodological standards and technical support framework
∎ Maintain detailed documentation of all aspects of the work processes and results for purposes of:
∎ contributing to donor reports
∎ contributing to the country methodological framework through the operationalization of disability mainstreaming in humanitarian action
∎ Others:
∎ Any other service/task in connection with the program that may prove necessary

Additional Requirements:
∎ Age at least 21 years
∎ A background in disability would be a real asset.
∎ Minimum 3 years of experience as a senior management role in the humanitarian sector.
∎ Have technical experience in promoting inclusive humanitarian or development projects.
∎ Have experience promoting non-discrimination, disability-inclusion in humanitarian action through intersectional lenses.
∎ Have experience in designing and providing capacity development (training, coaching, learning, etc.
∎ Experience in protection response, and project management experience would be an asset.
∎ Technical experience in cross-cutting themes, such as gender or protection mainstreaming Experience in the region is an asset.
∎ Knowledge of concepts, principles, and key considerations related to disability inclusion in humanitarian standards.
∎ Knowledge of International human rights frameworks related to inclusive humanitarian action.
∎ Frameworks and mechanisms of international development cooperation and humanitarian assistance.
∎ Strategies for enhancing meaningful participation and fighting exclusion and discrimination within humanitarian and development efforts.
∎ Fluent in English (oral and written).
∎ Process pedagogical and methodological skills.
∎ Have excellent communication skills and a commitment to teamwork.
∎ Can solve the problem and have a goal-orientated approach to work.
∎ Humble, flexible, and hold a coaching posture, Quick, self-learner.

Salary: Tk. 146015 - 154839 (Monthly)
