Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, build capacities of local stakeholders, and reduce the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Number of staffs: Around 292 National staff and 08 international staff
∎ HI is currently looking for an Inclusion Officer-Mainstreaming for its Inclusive Education project funded by UNICEF. Handicap International’s emergency response will be implemented through the creation of an inclusion technical unit (ITU) providing an assessment and related coaching to the humanitarian actors in the area to enhance the inclusiveness within the humanitarian intervention. The position will work with education partners and will support them in mainstreaming disability. So, the person with a disability for the position is highly recommended.

∎ Line Manager: Team Manager-Inclusion Mainstreaming
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: As early as possible to 28 February 2022 with the possibility of extension of the contract.

Job Responsibilities:
∎ Objective-1: Assessment of barriers of access and factors of vulnerability.
∎ Increase the knowledge humanitarian community regarding people at risk of exclusion, factors of exclusion, and solutions to remove barriers.
∎ Promote the effective consultation (participation) of communities affected by crisis before, during, and beyond humanitarian interventions.
∎ Reduce barriers of access during the design and implementation of humanitarian services.
∎ Objective-2: Assessment of humanitarian programs and services to identify good practices and gaps in knowledge, attitudes, professional practices, and policies.
∎ Support the challenges (barriers) that need to be reduced as well as the good practices (resources) that need to be promoted.
∎ Participated in the different levels of the service offered, including the institutional level, the program, and the service offered: participated to elaborate the framework of the services, policies, planning, resource mobilization, knowledge, skills, and attitudes of teams, operational tools and guidelines.
∎ Objective-3: Teamwork and Management.
∎ Prepare work plan(s), feedbacks of meetings/ field visits, and periodic reports.
∎ Identify training needs and plan/conduct training to enhance the capacity of the beneficiaries.
∎ Ensure effective cooperation, coordination, and representation of the project with local stakeholders.
∎ Maintain monitoring and evaluation systems.
∎ Participate in the meetings assigned by the line manager.
∎ Regular update the field situation to the line manager and follow his/her suggestions/ recommendations.
∎ Accountable for the image of the organization in Bangladesh and must promote its philosophy and approach.
∎ Has to respect an obligation of discretion on all confidential information about the organization.
∎ Has to respect the strict public distance of political and religious neutrality of the organization.
∎ Has to respect Donor/project communication, Data protection rule, and visibility guideline.
∎ Has to abide by the HI-related different policies (like Child Protection Policy (CPP) and Protection of Sexual Abuse and Exploitation (PSEA), Data Protection and Anti Bribery).
∎ Has to perform any other activities suggested by line manager for the improvement of project or organization.
∎ Key Performance Indicators (How performance/Activities are measured).
∎ % humanitarian actors having participated from the assessment on barriers of access express having a better understanding of challenges to inclusion.
∎ One assessment on barriers of access was conducted and diffused.
∎ One humanitarian actor whose strategy has been analyzed from an inclusive perspective.
∎ Increased positive attitudes towards creating an inclusive environment for people with disabilities and respecting the rights of women and children, including those with disabilities.
∎ Timely preparing reports as per HI and donor requirements.

Additional Requirements:
∎ Age at least 25 years
∎ Experience and comprehensive understanding of disability issues, awareness-raising, and training material development/training implementation.
∎ Experience of working in a remote community setting is an advantage.
∎ Proven analytical and planning skills.
∎ Knowledge of disability and development issues in Bangladesh.
∎ Have the capacity to maintain close relationships with partners, stakeholders, and clients.
∎ Experience in contributing to data collection and indicator tracking within. development projects or programmes.
∎ Computer knowledge (MS office package- both in English and Bangla).
∎ Excellent communication skills in both verbal and written Bangla and English.
∎ Ability to work under pressure and in a multicultural team environment.
∎ Availability to travel to remote areas and spend time at the field level.
∎ Strong teamwork approach.
