Additional Requirements:
∎ Essential Bachelor degree, preferable in Law, Development Studies, Political Sciences.

Requirements:
Responsibilities & Context:
∎ Perform data collection and research concerning the local, national and international context, with regards to medical and humanitarian issues, in order to provide reliable information for further decision-making.
∎ Support the Head of Mission and project coordinators in the analysis of the data collected, in order to better orientate the programmes and projects, to provide an optimal response to population needs.
∎ Compile regular updates of the ongoing activities, plans and policies of NGO’s, UN, ICRC, donors, authorities and other relevant actors, in order to inform MSF’s operations and advocacy.
∎ Collaborate with the PC, HoM, the Operational/Humanitarian Affairs Department at HQ and other relevant parties to develop a coherent advocacy strategy, in order to address the humanitarian situation.
∎ Define and review messages, tools, lobbying activities and other advocacy action plans and strategies, in order to raise all humanitarian issues in the country and seek assistance and protection to affected population.
∎ In cooperation with the PC and HoM, ensure smooth working relationships with local authorities, other NGO’s, local communities and other actors, in order to facilitate access to the population and improve coordination with third parties.
∎ Organize discussions, trainings, briefings, etc. about humanitarian affairs and advocacy, in order to raise the awareness / build capacity of relevant MSF staff.
∎ Participates in the elaboration and updating of the Country Risk Analysis.
∎ Promotes and assists in the implementation of advocacy activities locally, nationally and internationally.
∎ Where relevant, supervises humanitarian affairs staff in the projects.
∎ Provide technical support, tools and guidance to MSF staff to ensure effective:
∎ Red flags reporting, monitoring humanitarian development and analysis
∎ Actor mapping for humanitarian and relevant stakeholders involved in the response including protection.
∎ Ensure that MSF leadership and project staff receive timely analysis of humanitarian and contextual development around provision of aid, access blockade, violence, population movement and such relevant themes.
∎ Jointly with HALs team, OCA HAM and, when needed, (intersectional HAC), develop strategies and actions to address these concerns and propose them to MSF mission leadership.
∎ Support the HAM in the preparation of intersectional humanitarian affairs trend and analysis and monthly advocacy talking points mostly focused on Hepatitis C.
∎ When needed, support the HAM and PC in conducting targeted data collection, writing reports, etc.
∎ On behalf of deputy PC represent MSF when needed at camp-level platforms relevant to humanitarian affairs.
∎ Liaise with Communications Team to support engagement with refugee community, testimony collection for communication purposes, etc.
∎ Support the deputy PC and HAM, in developing community engagement tools and regular communication with key refugee groups in the refugee camps.
∎ Collaborate and complement KTP HAO and BKL HAO on regular relevant humanitarian affairs activities (field visit, joint humanitarian affairs assessments, activities under protection umbrella and reporting).
∎ Prepare monthly reports summarizing analysis of the humanitarian affairs concerns produced by the HALs and liaise with BKL and KTP PCs and MTL, Wat-San Team Leader/EPI on key advocacy issues that require MSF action.
∎ Prepare monthly humanitarian affairs trend focusing Balukhali Hep C activities liaising with Kutupalong HAO and BKL HAO. As well as prepare and contributes to thematic analysis as per requested by dep PC PC/HAM.

Compensation & Other Benefits:
∎ Contract and Benefit
∎ 12 months contract renewable based on performance and operational needs. Salary according to Level Eight (8) of the internal MSF salary grid (BDT 95000 Gross). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.
