Job Context:
∎ HI has been working in Bangladesh since 1997, focusing on creating sustainable changes to ensure the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in Bangladesh`s poverty, exclusion, conflict, and disaster situations. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist in promoting the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection, and inclusive education with an inclusion mainstreaming approach to refugees and host populations affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static method are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MHPSS.
∎ HI is implementing a development and humanitarian response project in Kurigram, and Cox`s Bazar district through 4 project offices (Kurigram, Ukhiya, and Teknaf) and 2 coordination offices (Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics
∎ Number of staff: Around 294 National staff and 06 international staff
∎ HI is currently looking for Human Resources Officer, under the supervision of the Country Human Resource Manager, the Human Resources Officer manages personnel administration activities in his/her geographical area by current legislation. S/he ensures that the mission’s HR-related administrative procedures are consistent with HI`s HR policies and frameworks and with local laws and practices.

Job Responsibilities:
∎ Mission 1: Contributes to the quality of personnel administration for HI staff present in his/her geographical area
∎ Rolls out personnel administration policies, processes, and tools in his/her geographical area.
∎ Organises staff briefings on administrative matters and local employment conditions
∎ Produces documents and applies regulatory procedures concerning personnel administration
∎ Is responsible for implementing HI’s social security policy fairly and in compliance with local legislation
∎ Ensures that personnel files are archived in compliance with HI’s rules
∎ Preparing new employee files by providing all necessary documents are included
∎ Entry New Staff Data in HI BGD HRIS
∎ Organize induction and other training when necessary.
∎ File and archive staff personnel documents
∎ Ensure on implementation of HI-BGD volunteer management procedures and policies.
∎ Update Staff and volunteer Information Database.
∎ Mission 2: Is responsible for, or helps with payroll management
∎ Is responsible for implementing the payroll process within his/her scope of responsibility in compliance with HI’s legal and social obligations, rules, and policies
∎ With delegated authority from his/her HR (line) manager, represents HI with local administrative authorities (employment inspectorate, etc.).
∎ Overseeing the completion of compensation and benefit documentation such as banking details, medical applications, etc.
∎ Mission 3: Operational Implementation
∎ Support on recruitment and selection process of different recruitment within HI Bangladesh by ensuring the application of HR standards and procedures during the process.
∎ Schedule and organize interviews in cooperation with the respective department and Senior HR
∎ Employee attendance management as per HI policy
∎ Assisting in the implementation of Human Resources Policies and Procedures at the field level
∎ Explaining and providing information on employee benefits, programs to the staff
∎ Answering employee questions, addressing employee concerns, and providing information to staff as to where to go for help or ask questions. If required discuss with the line manager prioritizing according to the needs and risks.
∎ Closely work with the supervisor to ensure that HR policies are applied and followed correctly, monitor and regular reporting regarding the proper implementation of Values, Code of Conduct, Code of Ethics, rules & regulations, Bangladesh labor laws, and applicable policies
∎ Promote equality and diversity as part of the culture of the organization;
∎ Be proactive in identifying issues, themes, and patterns affecting the workforce including sexual harassment and abuse of authority.
∎ Assisting Senior HR Officers in Dhaka and Ukhiya in general HR operational processes & activities i.e., joining formalities, induction, staff separation formalities, release letters, employment certificates, final settlement, ID cards, RRRC Id Cards, visiting cards, etc.
∎ Plan and sometimes deliver training if required
∎ Support with staff leave administration and timesheet management at the field level in HRIS
∎ Support the Country HR Manager with staff contract management by monitoring employee contract expiry dates and renewal at the old level in HRIS
∎ Support and follow-up for on-time performance appraisal to make it effective.
∎ Providing support in learning and development activities/processes i.e., training programs awareness sessions, etc
∎ Regularly visiting the field working areas to ensure the implementation of proper HR interventions.
∎ Mission 4: Legal and social aspects: participates in monitoring compliance with the HR legal framework in his/her geographical area
∎ Monitors and informs his/her manager of the need to renew the legal documents ensuring the legal exercising of the Association's activities
∎ Ensures compliance with HI's legal obligations within his/her scope of responsibility: paying the appropriate social contribution rates, updating knowledge of social minima and legal obligations, etc., as well as ensuring compliance with the rules of accountability towards donors.
∎ Relays or organizes the dissemination of information to staff (mandatory notices).
∎ With delegated authority from his/her HR (line) manager, represents HI with any existing staff representative bodies.
∎ With delegated authority from his/her HR (line) manager, represents HI with local administrative authorities (employment inspectorate, tax authorities, etc.).
∎ Contributes to the management of ongoing disputes with third parties or employees in his/her geographical area.
∎ Mission 5: Emergency Preparedness and Response
∎ Contributes to the program's emergency preparedness actions and, during an emergency response, adapts his/her working practices to help facilitate an effective humanitarian response by HI.

Additional Requirements:
∎ Age at least 18 years
∎ At least 2 years of experience in HR preferably in development and humanitarian context
∎ Any HR-related training and/or certification will be considered an added advantage
∎ Excellent interpersonal & communication skills.
∎ Sound knowledge of Bangladesh Labor Law and different applicable laws laid out by the Bangladesh Govt.
∎ Shows understanding and sensitivity regarding Safeguarding Policies i.e., Child protection, PSEA & Gender, etc.
∎ Very good command of MS Office and Bangla typing skills is mandatory.
∎ Excellent oral & written communication skills, in both Bangla & English
∎ Basic understanding of general HR management, knowledge of office management, documentation, and filing
∎ And a Fair understanding of the recruitment process and procedures
∎ Excellent analytical and numerical skills
∎ Ability to prioritize, strong organizational skills
∎ Autonomy and ability to work as part of a team
∎ The real motivation for working in the humanitarian sector
∎ Computer skills: excel, word, PowerPoint
∎ Communication skills: Excellent communications skills both in Bangla and English
∎ Knowledge of HR Software
