• Essential: Bachelor degree in social sciences, social work, behavioral sciences, psychology, public health, community health, nursing or related degrees.
• Candidates must be currently living within Chattogram City and able to provide proof of a valid local address
• Essential: At least 2 years’ experience in: • health promotion • team management experience • program implementation. Experience in qualitative methodology is highly desirable.
• Local language essential, Chittagonian language preferred.

HPCE strategy, activities and monitoring:
• Participate in all proposed Médecins Sans Frontières inductions and trainings for project staff.
• Contribute to the community mapping, specially identying risks and key stakeholders and focal points that constitute community referents in health and/or local organization
• Participate on the implementation of rapid assessments and surveys related to dengue, dengue prevention and community organization and engagement.
• Actively contribute to the design/adaptation of the HPCE strategy / workplan.
• Lead and follow up on the implementation of the HPCE strategy / workplan, according to the chronogram.
• Support participatory approaches and regular patient/community consultations before and during implementation of HPCE strategy to mantain their voluntary participation throughout the project and in its sustainability
• Actively support in the systematic collection, encoding and reporting of community feedback, questions and rumours.
• Support in the design of health education materials and participatory methods, applying the right process (pretesting, validation of content, translation).
• Organizing health awareness sessions for MSF's medical and non-medical staff
• Support the implementation of community-based surveillance (data collection, active case finding, tracing, linkage to care.
Monitoring:
• Ensure the availability of the data collection tools; the data encoding in the data base and the quality check.
• Contribute to the analysis of the monitoring data and look for adjustement (in collaboration with HPCE manager), monthly reporting (MMR, sitrep,…)
Team management:
• Contribute to the design and development plan for the HP team.
• Ensure the planning and practical organisation of the activities for the HP team (HP roaster).
• Organize regular and systematic supervision of the HP activities and provide on the job-coaching.
• Contribute to evaluation of the HP team (with the HPCE manager).
• Training: Contribute to the needs assessment, design and implementation of training for the HP team, in collaboration with the HPCE manager. Ensure the organisation of regular HP team meetings.
• With the guidance of the HPCE Manager, participate in the organization, formation, monitoring, and strengthening of Community Response Groups to Dengue (CRDGs) or other community-led initiatives related to vector control and surveillance.
• Support the planning, organization, and facilitation of community-strengthening activities such as advocacy workshops, networking meetings, and community feedback sessions.
• Promote community participation in source reduction, clean-up drives, and dengue prevention campaigns in collaboration with local authorities (CCC, MoH) and partners.
• Ensure that health promotion activities are culturally appropriate and effectively reach vulnerable and high-risk groups.
• Supervise, mentor, and provide technical guidance to HPCE Officers (and or Community Health Educators).
• In close collaboration with HR, support all HR processes for staff under their supervision, including induction, training, evaluation, and staff development.
• Monitor the performance, well-being, and working conditions of team members, and report any issues to the HPCE Manager.
• Organize regular team meetings to review progress, share lessons, and plan field activities.
• Together with HPCE manager work closely with the entomologist, epidemiologist, and medical teams to ensure community-level activities support the overall dengue intervention strategy.
• Facilitate community sensitization and coordination before entomological surveys, vector control activities, or research fieldwork.
• Share relevant community insights and feedback to help adapt strategies and messages.
• Coordinate the IEC (information, education, and communication) related activities
• Support the proper use of IEC materials (posters, flipcharts, videos, leaflets) by the HPCE team.
• Provide feedback to the HPCE Manager on the clarity, local relevance, and effectiveness of IEC materials.
• Collect information from HPCE Officers (and or Community Health Educators) on population needs and perceptions during their activities (e.g., garbage management, water supply issues, disease concerns).
• Organize and analyze this information with the HPCE Manager to identify community priorities and guide MSF’s response.
• Compile weekly and monthly reports on HPCE activities, community feedback, and challenges.
• Ensure accurate record-keeping and contribute to the project’s monitoring and evaluation process.
Perform any other task assigned by the line manager that is relevant to the position and project objectives.
Permanent Contract. Salary according to level Seven (7) of the internal MSF salary grid (BDT 95000). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
