• Essential: Bachelor’s Degree in Law, Humanitarian affairs, Political Sciences or relat-ed university degree.
• Desirable: Studies in Public Health
• Essential : Previous working experience of at least two years in research, analysis and advocacy.
• Essential : Experience with MSF or other NGOs.
• Desirable : Working experience in Public Health
• English and Bangla Language essential

• Perform data collection and research concerning local and international context, with regards to security, medical, nutritional and humanitarian issues, in order to provide reliable information for further decision-making.
• Support the Head of Mission and field coordinators in the analysis of the data collected, in order to better orientate the programmes and projects, to provide an optimal response to population needs.
• Compile regular updates of the ongoing (inter-)national activities and plans of NGO’s, UN, ICRC, donors, authorities and other actors on lobby, policy and operational plans and initiatives in order to adequate MSF ’s activities and objectives.
• Collaborate with the HoM, the Operational/Humanitarian Affairs Department at HQ and other relevant parties to develop a coherent global strategy, in order to address the humanitarian situation.
• Define and review messages, tools, lobbying activities and other advocacy action plans and strategies, in order to raise all humanitarian issues in the mission and seek assistance and protection to affected population.
• Ensure smooth working relationship with local authorities, other NGO’s, local communities and other factors, in order to facilitate MSF teams a better access to the population and improve MSF activities’ coordination with third parties.
• Organize discussions, trainings, briefings, etc. about human rights and humanitarian law issues and current and future advocacy activities, in order to raise awareness of MSF staff regarding these matters.
• Participates in the elaboration and updating of the Country Risk Analysis
• Promotes and assists in the implementation of advocacy activities locally, nationally and internationally.
• Supervises humanitarian affairs related staff in the Mission.
• Ensure that all MSF staff in the project are aware of humanitarian affairs and advocacy including key priorities, through training and briefing sessions; refreshers; and feedback mechanisms.
• Develop and implement monitoring tools like red flags; testimony collection considering intervention logic or as required/requested.
• Ensure that MSF leadership and project staff receive timely analysis of humanitarian and contextual development on key developments in the local region including emergencies as natural disaster or manmade.
• Monitor political, social, and public health context in Chittagong and Bangladesh to identify advocacy opportunities and risk around dengue survelience; vector control etc.
• Prepare monthly humanitarianm affairs trend focusing on key development in the local region focusing above mentioned areas.
• Accompany to the meetings with MTL and PC with key stakeholders vise versa linking bridge between the MSF and external actors. Represent PC in relevant meeting when required.
• When needed, support the PC/HAM in conducting targeted data collection, writing reports, etc.
• Support the operation, in developing community engagement tools and regular communication with key stakeholders around relevant catchment areas.
• Develop and update actor mapping focusing on relevant stakeholder including authorities; I/NGOs; achademias; local leaders; that have influence over public health intervention for health messaging.
• Build and maintain relation with stakeholders relevnat to have influence or may contribute strenthening advocacy initiatives.
• Manitain knowledge sharing space with PC support; MTL; HP team and COMMS team to strengthen broder understanding around dengue intervention and identify areas to seek support vise versa.
• Understasnding current regulatory forms; data sharing and coordination platforms in place.
• Prepare advocacy action plan focusing on core advocacy and project objectives and tracking documenting key advocacy progress and outcomes.
• Provide ad-hoc operation support as requested.
Permanent Contract. Salary according to level Eight (8) of the internal MSF salary grid (BDT 95000). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.
There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
