Educational Requirements:
∎ Bachelor of Medicine and Bachelor of Surgery(MBBS)
∎ A medical doctor with public health degree and 10 years of work experience Prior training or experience in Public Health, Project Management and emergency response
∎ Clinical degree + Public Health degree strongly preferred
∎ Certificate/diploma in Tropical Medicine, project management, proposal and report writing (Desirable)

Job Context:
∎ World Concern currently provides lifesaving primary health care services to Rohingya refugees in camp 20 extension, Kutupalong refugee settlement in partnership with Medair, RRRC, Civil Surgeon, IOM and other stakeholders. The services are delivered at a fixed health post and through a network of community health volunteers. In addition, World Concern have been implementing Nutrition and Shelter Projects in different camps to achieve the desired objectives set in its strategic plan.

Job Responsibilities:
∎ Overall Purpose:
∎ Working as an important member of a diverse team who are committed to serve the world's most vulnerable with practical and compassionate care, the Health Project Manager develops, leads, monitors and evaluates the assigned health project(s). This involves effectively managing and reporting on the projects in line with the objectives, time frame and budget with a focus on primary health care and health system strengthening, training and coordination. Other important aspects of the role include managing and training primary health care staff, to meet international quality standards in health care delivery, encouraging beneficiary participation, liaising with other stakeholders, and anticipating, planning, and contributing to the development of new health project proposals and reports.
∎ Health Project Management :
∎ Manage the assigned health project(s) in order to meet the project objectives within budget and within the allotted time frame, and report promptly any operational concerns to line manager and country health advisor (e.g. projected failure to meet objectives; increased beneficiary needs; projected over or under spending on project budget)
∎ Provide strong leadership of the assigned health project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local health authorities (where applicable) and local health staff
∎ Contribute to development and implementation of an appropriate and effective health strategy including proactive planning for responsible exit in consultation with country health advisor, other health staff and field managers
∎ Set clear objectives and indicators for health activities in collaboration with the country health advisor, health staff, field managers and, where appropriate, with the local communities
∎ Continuously monitor and supervise health activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health team (and where applicable local health authorities) in analysis and taking appropriate action as needed to ensure continued progress
∎ Provide input into the integration of beneficiary participation and accountability in all aspects of the project
∎ Ensure accurate and timely reporting of activities according to Medair, donor and other applicable time frames and formats
∎ Develop new proposals, linked to the assessed needs and gaps and the Medair country strategy, in conjunction with the relevant field managers and the country health advisor
∎ Staff Management :
∎ Line-manage the Health Manager(s) of the assigned project(s), including day-to-day management, development and training, appraisals, etc. It may also be necessary to line manage other health project staff and to liaise closely with logistics staff supporting health
∎ Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback
∎ Provide coaching and technical supervision to staff in order to develop ownership and full responsibility for health activities
∎ Assess the training needs of health staff and ensure that appropriate training is conducted
∎ Financial Management:
∎ Manage the health budget for the assigned project(s) and ensure all expenses are according to budget and meet the World Concern/Medair standards with regard to financial management, including accountability and good governance
∎ Communication and Coordination:
∎ Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned health team, World Concern/Medair in-country and HQ health and nutrition managers and advisors and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships
∎ Actively participate in health coordination meetings at field level in the camps as well as in Cox's Bazar as needed; World Concern/Medair internal trainings, and other working groups or meetings as required, representing World Concern/Medair and feeding back to the health staff and field managers on relevant issues
∎ Logistics:
∎ Support the logistics activities of health staff, particularly in relation to the purchasing and restocking of medicines, supplies and equipment for the assigned health facilities and activities
∎ Liaise, as necessary, with the health, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly
∎ Quality Management:
∎ Promote and use the Medair Intranet, Portfolio, BOX and other operating procedures, ensuring that all standardised formats are used and guidelines are followed
∎ Ensure health projects are implemented in line with donor proposals and requirements and in accordance with World Concern/Medair, donor, country and international standards i.e. Sphere and HAP standards
∎ Delegated Responsibilities:
∎ Implementation of the assigned health project(s) within budget and the agreed timeframe
∎ Management of the budget for the assigned health project(s)
∎ Authorisation of expenditure on applicable budget lines up to $5,000.00
∎ Line management of assigned health staff, including recruitment, performance monitoring, disciplinary action, etc
∎ Management of the technical aspects of the assigned health project(s), including staff knowledge and performance
∎ Representation of World Concern/Medair at meetings and through relationships with external partners (e.g. community leaders, local and national government officials, UN agencies, partners and other NGOs) in coordination with the country health advisor

Additional Requirements:
∎ Age at least 30 years
∎ Both males and females are allowed to apply
∎ 10 years' post-qualification medical professional experience
∎ At least 5 years' experience working in health in developing countries
∎ 5 years' experience managing health projects in developing countries
∎ Experience working in humanitarian emergency context
∎ Good English (spoken and written)
∎ Ability to speak, or willingness to learn, the local language
