Experience:
Minimum 8–10 years of experience in program development, project management, and donor coordination in NGOs or development organizations.
Strong experience in proposal writing, grants management, reporting, and M&E.
Knowledge of health, community development, emergency response, or social development sectors is preferred.
Demonstrated ability to lead teams and manage multiple projects simultaneously.
Competencies:
Excellent writing skills for proposal development and reporting.
Strong communication, negotiation, and donor engagement skills.
Ability to design program guidelines, frameworks, and implementation strategies.
Proven project management and analytical skills.

Role Overview
The Head of Program of Vision Bangladesh- Health & Society is a senior leadership position responsible for overseeing program development, donor coordination, project implementation, and reporting of all programs and projects of the oraginzation. The role provides strategic direction and technical leadership to ensure high-quality program design, effective implementation, and successful achievement of organizational goals. The position will supervise the Response Manager for the projects of Cox’s Bazar context and Program Manager for the development programs and projects of Bangladesh while working closely with internal and external stakeholders, including donors, government bodies, and partners.

Key Responsibilities
Program Design & Proposal Development
Lead the development of high-quality concept notes, proposals, and budgets for donors, partners, and funding agencies.
Conduct needs assessments, research, and strategic analysis to inform program planning and design.
Ensure technical soundness and alignment of proposals with donor priorities and organizational strategy.
Donor Communication & Relationship Management
Maintain regular communication and coordination with donors, development partners, and other stakeholders.
Participate in donor meetings, consultations, and reporting activities.
Support donor compliance through timely submission of plans, reports, and updates.
Program Guideline & Strategy Development
Develop program implementation guidelines, SOPs, frameworks, and operational manuals.
Ensure all programmatic processes follow organizational standards, donor requirements, and sector best practices.
Provide strategic inputs to enhance impact, quality, and innovation across programs.
Project Management & Implementation Oversight
Lead and oversee the planning, execution, monitoring, and evaluation of all programs.
Guide Response Manager and Program Manager in day-to-day implementation and stakeholder engagement.
Ensure programs are delivered on time, within budget, and with expected quality and results.
Reporting, Documentation & Knowledge Management
Review, compile, and finalize monthly, quarterly, annual, and donor-specific reports.
Ensure high-quality documentation of program achievements, case studies, best practices, and lessons learned.
Lead knowledge-sharing processes and maintain program-related databases and documentation systems.
Coordination & Representation
Represent Vision Bangladesh in program-related forums, clusters, coordination meetings, and events.
Collaborate with government departments, NGOs, and development partners to strengthen program synergies.
Ensure the organization’s visibility and credibility with stakeholders.
Team Leadership & Capacity Building
Provide supervision, guidance, and mentorship to the Response Manager and Program Manager.
Build team capacity through training, coaching, and performance management.
Promote a positive, collaborative, and learning-oriented program culture.
