Experience:

Experience:
Minimum 7–10 years of relevant experience in finance and compliance management, preferably in NGOs or development organizations.
Demonstrated experience working with multiple donors, Bangladesh Govt. different departments and managing national and international audits successfully.
Competencies:
Proven expertise in QuickBooks accounting software.
Strong experience managing national and international donor-funded projects.
In-depth knowledge of Bangladesh Government compliance requirements (NGOAB, tax, VAT, labour laws).
Strong skills in donor financial reporting, budgeting, auditing and grant compliance.
Hands-on experience in payroll management systems.
Solid understanding of procurement processes and policies, particularly in NGO settings.
Excellent analytical, organizational, and problem-solving skills.
High level of integrity, attention to detail, and commitment to transparency and accountability.
Donors, Auditors, NGO Affairs Bureau, Government Authorities, Banks, and Vendors.
Strong communication skills in English and Bangla.

Role Overview
The Finance & Compliance Manager is responsible for ensuring sound financial management, donor compliance, statutory compliance, and effective financial controls for Vision Bangladesh Health & Education Society and its wings NeuraTech Ltd. and Welcare Trip in collaboration with Welcare Group BD finance team. The role oversees budgeting, accounting, donor reporting, payroll, procurement, and partnership compliance, while ensuring adherence to Bangladesh Government regulations and national and international donor requirements. The position plays a critical role in maintaining transparency, accountability, and financial sustainability of the organization.
Key Responsibilities
Financial Management & Accounting
Oversee day-to-day financial operations, including accounting, budgeting, cash flow management, and financial controls.
Maintain accurate and up-to-date financial records using QuickBooks; ensure proper configuration and effective use of the system.
Prepare monthly, quarterly, and annual financial statements in line with organizational and donor requirements.
Ensure proper documentation, filing, and archiving of all financial records.
Donor & Partnership Management
Manage financial aspects of national and international donor-funded projects, ensuring full compliance with donor agreements.
Prepare and submit timely and accurate donor financial reports, budgets, forecasts, and expenditure analyses.
Coordinate with program and partnership teams to ensure alignment between financial plans and program implementation.
Support financial due diligence, budgeting, and reporting for partnerships, sub-grants, and MoUs.
Compliance & Governance
Ensure full compliance with Bangladesh Government laws and regulations, including NGO Affairs Bureau (NGOAB), tax, VAT, labor law, and other statutory requirements.
Liaise with government authorities, auditors, donors, and external stakeholders on compliance-related matters.
Lead and coordinate internal and external audits; ensure timely resolution of audit findings.
Develop, update, and enforce financial, procurement, and compliance policies and procedures.
Payroll & HR Financial Support
Manage and oversee the payroll management system, ensuring timely and accurate salary payments, benefits, and statutory deductions.
Ensure compliance with labor laws, tax regulations, and social security obligations.
Coordinate with HR to support staff contracts, allowances, and end-of-service benefits from a financial perspective.
Procurement & Asset Management
Oversee the procurement process in line with organizational policies and donor requirements.
Ensure transparent, competitive, and cost-effective procurement practices.
Maintain proper asset registers and inventory management systems.
Monitor vendor contracts, payments, and compliance with procurement policies.
Risk Management & Internal Controls
Establish and maintain strong internal control systems to prevent fraud, mismanagement, and financial risk.
Conduct regular financial risk assessments and recommend mitigation measures.
Support organizational planning and decision-making through financial analysis and reporting.
