Job Context:
∎ The Government Liaison Officer supports the work of the Program unit and facilitates information exchange with authorities in Cox’s Bazar in support of NGO operations and contributes to provision of advisory services to NGO members. The Government Liaison Officer serves as direct contact – under supervision of the Area Manager – to all relevant government bodies with regards to legal and regulatory requirements for NGO operations.

Job Responsibilities:
∎ Responsibilities 1: LIAISON
∎ Develop, maintain, and intensify contacts with relevant government institutions and authorities, representatives of other NGOs, civil society organizations and resource persons to facilitate access to legal and regulatory information for NGOs;
∎ Contribute to building a knowledge base for legal and regulatory context for NGOs through liaison with government agencies and facilitating exchange with NGOs;
∎ Link regularly with relevant focal points in Government to maintain constructive working relations;
∎ Day to day liaison with government counterparts of the project at Area level to support effective implementation of the various activities under the project;
∎ Responsibilities 2: ADVISORY
∎ Contribute to establishment and maintenance of up-to-date contacts and regulations databases for utilization;
∎ Support provision of advice and guidance with respect to legal and regulatory requirements for NGO operations under Government of Bangladesh;
∎ Contribute to ensuring that lessons learned and proposed corrective actions, adaptations and innovations regarding NGO operational environment are documented for the purposes of knowledge preservation;
∎ Communicate and exchange information directly with the related organizations;
∎ Take part in and/or organize regular meetings with the organizations;
∎ Responsibilities 3: ADVOCACY
∎ Contribute to data collection, analysis and advocacy regarding the regulatory environment and impact on NGOs;
∎ Contribute to taking council and advising about the issues and policy concerning the respective fields;
∎ Administration and Reporting
∎ Contribute to all internal updates and necessary financial and operational reports;
∎ Maintain work calendar and activities scheduled of the project and undertake necessary follow-up actions as assigned
∎ **Any other task assigned by the Area Manager**

Additional Requirements:
∎ Age at least 20 years
∎ Good knowledge and understanding of government settings/functions and specifically the Government of Bangladesh;
∎ Academic degree in law, political science, philosophy or similar is preferred;
∎ Minimum 4 years experience in a similar role or working with the government highly preferred;
∎ Good written and spoken English and excellent Arabic/Kurdish required;
∎ Proven skills in networking required;
∎ Good communication and negotiation skills required; diplomatic approach preferred;
∎ Working knowledge of word and excel software required;
∎ Previous experience with NGOs and/or government highly preferred.

Salary:
∎ Tk. 50000 - 53000 (Monthly)
∎ Additional 16,000 BDT will paid with the salary as Hardship Allowance.

Presently HI Bangladesh is implementing projects on integrating disability in community based disaster risk reduction and response; economic empowerment of extreme poor persons with disabilities; mainstreaming disability in livelihood interventions; support to refugees and surrounding communities;, capacity building of professional associations; and support to Disabled People`s Organizations; among others.”
