Job Context:
∎ Type of Contract: Fixed Term Contract up to 31 January 2021
∎ Duty Station: Head Office, Dhaka
∎ Job Purpose: S/he will be responsible for managing the health financing scheme development, need based customisation and serve as the key catalyst to fit in the scheme into the existing health systems of the municipalities for the sustainability of the project. S/he will work for adaptation and/or development of innovative SMART card based health-financing schemes for the extreme poor to enable them to access health care services in the urban areas. S/he will also explore the opportunities to fit-in the Micro Health Insurance (MHI) in to the existing scheme of PROSHOMON to make it more affordable for the stakeholders in a long run.
Job Responsibilities:
∎ Design and run an effective SMART card based health voucher system to provide health-financing support to urban extreme poor households to access primary health care services: Design and develop a SMART card based health voucher system for urban extreme poor
∎ Establish a health voucher system to provide health-financing support to urban extreme poor households to access primary health care services: Work with MOHFW, MOLGRD&C, financial institutions, project partners, and municipalities and relevant ministries to agree on the scheme, targeting, financing option and implementation process.
∎ Work with the project team to provide inputs into project planning, implementation and monitoring and evaluation: Conduct regular filed visit, analyse the findings and inform the partners regularly to improve the programme implementation quality
∎ Support the project to capture best practices and learning and utilize those in the current project aiming for positive changes in the lives of beneficiaries: Ensure that high quality case studies are collected and best practices at project level are documented to share with the Program Manager and partner colleagues.
∎ Pilot and develop successful example of public private partnership to ensure sustainability of urban health care services: Work with municipalities, ministries, NGOs and private sector to explore options for partnership in implementing sustainable health service in urban areas.
∎ Engage private sector to provide support urban extreme poor to access health services: Work with private sector companies including insurance companies and explore opportunities available with the private sector to make the scheme affordable to ensure buy-in of the scheme by the municipalities/ministries/private sector/other NGOs/donors.
∎ Initiate and develop a community support mechanism for urban extreme poor to access health care services based on the learning from Concern's project and others: Review opportunities and learning from different organizations about successes and weaknesses of community support mechanism for the extreme poor.
∎ Concern's Policies and Core Humanitarian Standards of Accountability (CHS): Promote and ensure compliance with the requirements of Concern's Code of Conduct and its associated safeguarding policies and Core Humanitarian Standards of Accountability (CHS) to ensure maximum protection to programme beneficiaries, and to welcome feedback. Orientating partner NGOs and other stakeholders on the CHS standards and the Complaints Response Mechanism (CRM) established for the project.
∎ Others: Any other duties as specified by the Line Manager/Country Director.
Additional Requirements:
∎ At least 6 years progressively responsible work experience in the area of public health-financing scheme or similar project design, development and implementation.
∎ Proven experience in working with the extreme poor in urban context, health-financing, Micro Health Insurance (MHI) Insurance Scheme management, implementation, monitoring and capacity building
∎ Experience in closely working with urban health systems key stakeholders (e.g. ministries/City Corporation/Municipality)
∎ Clear understanding on country and urban health systems
∎ Strong knowledge on health-financing scheme
∎ Solid analytical skill
∎ Good knowledge on analytical software Excel/SPSS
Salary: Tk. 85896 - 126906 (Monthly)
