Job Responsibilities:
∎ • Planning and implementation
∎ Prepare annual budget
∎ Annual financial planning
∎ Monthly and quarterly call forward projections.
∎ Ensure to prepare visit plan and support to Finance and Admin assistant
∎ Prepare plan to send petty cash and reimbursement on certain interval
∎ Arrange to keep vouchers in a safe place
∎ Ensure safety of project office petty cash
∎ Assist supervisor in Preparing the fund placement plan / schedule as per project requirement and approved budget
∎ Prepare monthly and quarterly work plans in accordance with the finance overall operational plan
∎ Update plans in accordance with project field requirement and other factors in the planning cycle.
∎ Execute the current govt. Tax and VAT policies
∎ • Ensure fundamental financial books of recording, supporting documentations and fund management
∎ Ensure to maintain properly necessary financial documents such as vouchers
∎ Ensure to postal vouchers in software to maintain all books of accounts according to the guide line
∎ Update financial documents on time.
∎ Keep up financial documents in safe custody
∎ Ensure and check to keep up petty cash dealings according to the guideline
∎ Ensure that all costs must be reasonable, allowable and allowable for the fund management
∎ Ensure attendance of staff before preparing payroll
∎ Provide necessary support to prepare pay roll of all staff.
∎ • Ensure necessary procurement and recording according to the guideline
∎ Prepare procurement requisition
∎ Assist admin Section in timely procurement of approved items by maintaining proper procedures
∎ Check stores and ensure to supply of field logistics for effective implementation of all program activities
∎ Ensure fixing identification number in each items across the project and keep track in addition and deletion with concerned authorities’ approval
∎ Prepare Periodical inventory of assets like furniture, fixtures
∎ Initiative proper internal control system for safe guarding of assets
∎ • Ensure internal control of fund management
∎ Maintaining petty cash, cash book, vouchers and payment procedures
∎ Provide appropriate and supportive feedback to ensure proper fund management.
∎ Keep close coordination with the admin and finance section and assist in maintaining accounts and keeping of books of records
∎ Keep confidentiality of any ethical issues for the interest of the project
∎ • Ensure administrative rules of projects
∎ Preserve and update all registers regarding leave and stock
∎ Comply personnel and financial policies of organization
∎ Assist personnel section in preserving staff recruitment documents according to the policy and guideline.
∎ Ensure timely staff benefits according to the policy and project agreement through proper documents such as appraisal and approval.
∎ Assist personnel section in preserving and updating personal files according to the guideline
∎ Give support to the financial activities
∎ Ensure appropriate and supportive feedback regarding petty cash dealings
∎ Ensure visit for capacity building
∎ Provide appropriate and supportive feedback to improve administrative areas through field visit.
∎ • Give support to the administrative activities
∎ Ensure to preserve and update all registers regarding leave and stock
∎ Ensure to update personal files according to the guideline
∎ • Ensure delivery of quarterly fund to sub recipient and DIC
∎ Assist for necessary arrangement to deliver the require fund to sub recipient as per agreement made with them
∎ Ensure regular petty cash and make sure its expenditure are maintaining properly.
∎ Monitor the fund transfer and ensue its delivery schedule
∎ Introduce systems that make sure the acknowledgement of the fund in the field timely.
∎ To ensure all Finance related polices of donor as outline in the project proposal and project agreements are complying accordingly.
∎ Ensure that bill vouchers are properly approved by the proper authority before payment
∎ Ensure transparent transactions are made and required documents are in place
∎ Any deviation will brought to the notice for necessary guidance and suggestion
∎ • Problem Solving Ability
∎ Identify problems in the field through discussion with finance colleagues, visits observation and participating in activities.
∎ Able to find out loopholes and solve the issues by sharing with the program and finance personal.
∎ • Coordination with other staff of this project
∎ F&A officer need to maintain vertical and horizontal relationship with other staff members of this project team
∎ Assist maintaining liaison with donors
∎ • Perform other activities according to the need of Project
∎ Additional reports as required by project.
∎ Assist in conducting yearly audit of the project
∎ Introduce financial information system (FIS) with the concern persons.
∎ Risk and Responsibility
∎ Finance & Admin. Officer is responsible to execute his duties and tasks as outlined above.
∎ Ensure correct calculation without any willful mistakes
∎ Ensure that staffs are risk free in performing their duties.
∎ Make sure the cash transition / remittance are in safe.
∎ Guide for safety of petty cash

Additional Requirements:
∎ Age at most 45 years
∎ Both males and females are allowed to apply
∎ 3 years of professional experience in the similar work.

Salary: Tk. 25000 - 35000 (Monthly)

Compensation & Other Benefits:
∎ T/A, Mobile bill
∎ As per Light House policy and Project Budget Allocation
