Finance Management
Job Responsibilities:
∎ Help overseeing the financial activities of the programme. Responsibility for the accounting functions required to provide accurate and timely information on the financial status of the programme to donors, partners, HQ, field management and field teams. Organise and further develop the financial processes, managing the finance team, providing coaching and training as required.
∎ Finance and Accounting
∎ Lead the Financial and Accounting Management at the Field Office and Operations in Bangladesh: ensuring the accuracy and proper supporting documentation for each payment; process payments in a timely fashion; oversee expense batches weekly/monthly to ensure precision of GL coding and grant allocation; coordinate the preparation of monthly csv file; ensure that finance team is properly trained; ensure that organisation’s Finance Procedures are upheld and strengthened.
∎ Reconcile/verify bank and cash amounts on a regular basis; prepare the monthly cash needs forecast for the programme to send to the Global Support Office and In-Country Partners and update it weekly; ensure that money is transferred between locations in a timely manner and that daily cash needs are met; ensure that security money and operating buffer is monitored and updated regularly to meet program’s needs.
∎ Work with Management staff in the preparation and development of budgets for projects and shared costs.
∎ Contribute to the financial management of signed donor grants.
∎ Smooth implementation of the new ERP System:
∎ Design and set-up of the ERP system in Bangladesh together with Programme Support Manager and HQ help in the with keeping in mind the partnership with World Concern and the effect of this on our financial processes. Work with the Global Support Office on finance-related changes, including implementation of new systems, policies and procedures.
∎ Planning for adjusting team structure after implementation of new ERP system in coordination with Programme Support Manager.
∎ Train finance team members on the new ERP System
∎ Grant Management:
∎ Work with the Global Support Office on finance-related changes, including implementation of new systems, policies and procedures.
∎ Monitoring project spending on a monthly basis, communicating about any under/over spend and working to agree appropriate actions in order to bring spending in line with approved budgets.
∎ Contribute to the financial management of signed donor grants.
∎ Prepare for financial audits, providing all information required by local legislation, donors.
∎ Financial Sustainability:
∎ Ensure having sufficient funds available in country as much as possible: Plan on a weekly basis when instalments need to be requested from UN donors and HQ (in combination with approved FD7), submit invoices and follows up with donors if instalments have been transferred and checks with World Concern on a weekly basis about the cash balance.
∎ Coordinate with programmes and logistics about cash need on a weekly basis.
∎ Update Programme Support Manager on a weekly basis about cash flow.
∎ Staff Management:
∎ Ensure that the right person is in the right position: In preparation of the design of a new team structure, identify strength and weaknesses of team members and identify training needs.
∎ Provide training where needed to strengthen team members.
∎ Manage the finance staff including recruitment, day-to-day management, development, appraisal, etc.
∎ Takes courses to improve people management skills with support and guidance from the Programme Support Manager.
∎ Security and Fraud Prevention:
∎ Control and manage the security of in-country cash when held on site and when being transferred.
∎ Conduct regular internal audits and report immediately any possible fraud or theft.
∎ Conduct trainings with staff and advise on improvements to financial security and fraud prevention.
∎ Communication:
∎ Provide training, advice, mentoring and coaching as required to all relevant staff on financial management, procedures, internal controls and financial requirements of donors.
∎ Liaise with local banks and programme partners as financial focal point.
∎ Participate in meetings with donors and partners regarding project financial performance.
