Job Context:
∎ PHALS (Programme for Helpless and Lagged Societies) is a Local Non-Governmental Organization (NGO) has been started its journey in Cox`s Bazar since 1992. Technical supporting by brac under DFAT fund, at present PHALS is going to implement a project "Cyclone Mocha Response Project" in Teknaf and Ukhia Upazila, Cox`s Bazar district from October 2023 to March 2024. Under this project PHALS is looking for a Finance and Logistics Officer to ensure finance and procurement compliance align with organization and donor finance and procurement policies under the project. Finance and Logistic Officer will be reportable to Project Manager Guidance by Executing Director, Admin & Finance Manager and Chief Programme Coordinator.

∎ Teknaf and Ukhia Upazila, Cox`s Bazar (Whykong Union Teknaf and Palongkhali Union Ukhia)
Job Responsibilities:
∎ Finance:
∎ Maintaining and preserving proper filing systems of accounting transactions and reports;
∎ Generating monthly/quarterly financial statements as per management requirements;
∎ Ensuring smooth operation of treasury and petty cash management;
∎ Ensuring smooth operation of Audit, Income Tax, VAT and other regulatory reporting issues;
∎ Ensuring Asset Valuation, Credit rating issues of the PHALS organization;
∎ Maintaining and preserve proper filing systems for Banks/NBFIs and other Finance related documents and related source vouchers;
∎ Performing month end financial closing activities;
∎ Reconciliation- dealing with banks transaction as monthly Basis;
∎ Preparing & submiting monthly financial report as per management requirements;
∎ Able to execute Monthly auditing program;
∎ Maintaining accounts using accounting software/TALY;
∎ Ensuring and monitor proper bookkeeping systems;
∎ Logistic:
∎ Developing of the procurement related documents;
∎ Reviewing the purchase requisition (PR) with necessary budget provision and approval;
∎ Preparing Purchase Proposal (PP), Comparative Statement (CS) and Purchase Order (PO) for Procurement and take necessary approval from the authority;
∎ Ensuring quality control of procured goods;
∎ Managing and coordinating procurement as per guidelines and procedures of PHALS and donor agencies compliance;
∎ Involving in procuring goods and services through direct, quotation or tender process and also framework agreement with vendors as required and maintaining stock regularly
∎ Logistics supporting to organizing workshops and seminars;
∎ Managing all contracts including supply, transport and rental contracts;
∎ Ensuring the supply of the products for the project offices of PHALS;
∎ Ensuring the repair and maintenance work as required;
∎ Performing additional work according to the needs of the organization;
∎ Any other relevant task assigned by the supervisor/authority.
Additional Requirements:
∎ Age 22 to 45 years
∎ At least 3 year(s) working experience in Finance and Logistic Management field.
∎ Experience in NGO field on Accounting, Bookkeeping and Logistic Management.
∎ Experience in TALY software.
∎ Experience in the field of Humanitarian and Development, DRR and Climate Change Anticipation field.
∎ Positive and professional attitude, including ability to lead and work well in a team setting.
∎ Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
Salary: Tk. 50000 (Monthly)
