Educational Requirements:
∎ Master of Commerce (MCom) in University Degree (Masters level) in Accounting, Finance, or Business Administration, or related field OR university degree in another field combin
∎ University Degree (Master’s level) in Accounting, Finance, or Business Administration, or related field OR university degree in another field combined with a professional qualification in accounting or finance (CACC/CA-Inter or equivalent).
∎ Skills Required: Minimum of 5 years of relevant working experience in the equivalent po
Experience Requirements:
∎ At most 5 year(s)
∎ The applicants should have experience in the following area(s):
05 years experience in national level NGOs or INGOs, Accounts and Finance, At least 8 years experience in same position
Job Responsibilities:
∎ • Prepare the fund placement plan/schedule as per project requirement and approved budget
∎ • Prepare monthly and quarterly work plans in accordance with the finance overall operational plan
∎ • Update plans in accordance with project field requirements and other factors in the planning cycle.
∎ • Execute the current govt. Tax and VAT policies
∎ • Develop and use a chart of accounts for the financial management
∎ • Ensure full execution of internal control system for monitoring
∎ • Ensure sub-recipients are adhering to standard accounting policies and procedures
∎ • Conduct financial monitoring of DIC/outlet expenditure and ensure that expenditures are made in line with the budget allocation.
∎ • Monitor ongoing financial activities and optimum outputs for SR, SSR and SP managed set ups.
∎ • Ensure payment to the vendor/ supplier maintaining all relevant approve documents
∎ • Ensure procurement is made as per approved budget
∎ • Provide appropriate and supportive feedback to staff in light of accounting rules mentioned in MOU.
∎ • Ensure staff are getting their eligible benefits on time
∎ • Monitor reporting timeline and ensure sending a report on time
∎ • Prepare quarterly financial reports as per project assign format.
∎ • Conduct an audit on certain intervals and ensure smooth functioning of finance activities
∎ • Revision of budget as per need
∎ • Conduct budget variance analysis on a regular basis and report to Deputy Chief Executive, Light House of any deviation
∎ • Finance staff capacity building training need assessment and planning
∎ • Provide training to DIC/Outlet managers on DIC/Outlet petty cash management and reporting
∎ • Conduct Performance appraisal of the finance staff
∎ • Take necessary arrangements to deliver the required fund to sub-recipient as per agreement made
∎ with them
∎ • Ensure regular fund flow at DIC and make sure its accounts are maintaining properly
∎ • Monitor the fund transfer and ensue its delivery Schedule
∎ • Introduce systems that make sure the acknowledgement of the fund in the field timely
∎ • Conduct field visit to sub recipient's financial implications, and DlC/Outlets as per schedule
∎ • Ensure that bill voucher is accurately approved and provide payment in time.
∎ • Ensure that each DIC/Outlet is properly preparing their monthly / quarterly fund requirement and using the same.
∎ • Ensure that DIC/outlet finance record keeping and reporting are maintained properly.
∎ • Ensure that DIC/Outlet managers are well known about the payment policy and some financial rules.
∎ • Ensure that all financial related policies of donors as outlined in the project proposal and project agreement is complying accordingly
∎ • Ensure transparent transactions are made and required documents are in place
∎ • Any deviation broad to the notice towards the donor for necessary suggestion and guidance
∎ • Initiate capacity building efforts e.g. training, orientation and on the job training, etc. as necessary to ensure smooth execution of financial, admin and HR functions
Additional Requirements:
∎ Age at most 45 years
∎ Both males and females are allowed to apply
∎ Minimum of 5 years of relevant working experience in the equivalent position is desirable but more than 8 years of experience in the similar field along with NGO background or working experience with The Global Find Supported Program will add advantage.
Salary: Tk. 83807 (Monthly)
