  • Knowledge: Hajj/Umrah rituals, Saudi geography, MOHU circulars, 2026 Ordinance.

  • Soft skills: Patience, religious sensitivity, crisis management, fluent Arabic preferred.

  • Network: Strong ties with HAAB, Saudi DMCs, Biman/Saudi Airlines group desk.

  • Regulatory change: MOHU rules change yearly. Attend HAAB + ministry briefings.



Responsibilities & Context:

EC Aviation Limited (ECAL), established in 2015 under the brand `FLY EC`, offers a range of travel services, including air tickets, tour packages, visa consultancy etc. With IATA accreditation, ECAL caters to both domestic and international markets.

Key Duties & Responsibilities

A. Licensing & Compliance

1. Govt approval: Ensure agency holds valid Hajj license from Ministry of Religious Affairs + HAAB membership. Renew annually.

2. 2026 Ordinance: Maintain Tk 1M-10M bank guarantee. Show actual package cost + agency reg. number on all documents. No overcharging pilgrims.

3. Saudi compliance: Operate only via authorized Nusuk/Masar platforms. No fake bookings or visa fraud.

4. MOHU rules: Follow Saudi Ministry of Hajj & Umrah quota, hotel distance rules, transport specs, and deadlines.

B. Package Development & Costing

1. Product design: Create Economy, Standard, VIP Umrah + Govt/Private Hajj packages. Include flight, hotel, transport, ziarah, food, guide.

2. Supplier contracts: Sign MOUs with Saudi DMCs, hotels in Makkah/Madinah within approved distance. Verify hotel licenses.

3. Transparent pricing: Build cost sheet showing airfare, hotel, transport, visa, service fee separately. Aligns with ordinance transparency rule.

4. Risk buffer: Add contingency for SAR fluctuation, peak surcharges, last-minute MOHU changes.

C. Sales & Customer Management

1. Inquiry handling: Counsel pilgrims on package differences, rituals, health requirements. No false promises.

2. Documentation: Collect passport, NID, photo, vaccine cards, Mahram docs. Verify 100% before submission.

3. Payment terms: 100% advance only. No credit per standard credit policy due to high fraud risk. Issue money receipt instantly.

4. Briefing: Conduct pre-departure Hajj/Umrah training sessions. Explain rules, luggage, currency, Saudi laws.

D. Operations & Execution

1. Visa processing: Submit via Nusuk/e-Hajj. Track issuance daily. Report delays to management + pilgrims.

2. Ticketing: Book group tickets via authorized GDS/NDC. Block seats early for Hajj. No artificial seat shortages.

3. Hotel & transport: Confirm vouchers 30 days before travel. Arrange Mouallem-approved buses. Cross-check driver + vehicle docs.

4. Ground handling: Coordinate with Saudi DMC for airport pickup, hotel check-in, ziarah, Mashaer movement during Hajj.

5. Emergency support: 24/7 hotline in KSA. Handle medical cases, lost passport, death cases with Bangladesh Hajj Mission.

E. Financial & Credit Control

1. No credit sales: Umrah/Hajj = 100% advance. Exception only for Elite corporate clients with bank guarantee.

2. Fund management: Remit to Saudi suppliers per MOHU deadlines. Late payment = package cancellation risk.

3. Refund policy: Clear written policy for visa rejection, death, or MOHU quota cut. Process within 15 days.

4. Accounts: Reconcile with Accounts team before BSP/IATA deadlines to avoid ADMs or blacklist.

F. Reporting & Audit

1. MIS: Weekly report to GM: pax booked, visa status, funds sent, profit per file, complaints.

2. Ministry reporting: Submit pilgrim lists, flight schedules, hotel contracts to Hajj portal on time.

3. Audit trail: Maintain file for each pilgrim: application, payment receipt, visa, ticket, hotel, feedback form.

4. Post-mortem: After each Hajj season, submit report on issues, supplier performance, GP achieved.
