Job Context:
∎ Helen Keller International (HKI), Action Against Hunger (ACF) and implementing partner (IP) will work in the proposed project area to ensure the vulnerable households are adequately covered while avoiding overlapping. HKI with ACF and IP will take initiative to identify gaps in livelihood recovery efforts and collaborate with other projects to minimize the gaps. At the end of the proposed project, HKI together with ACF &IP will try to explore avenues for linking the project beneficiaries to next level of development programs such as short-term economic recovery in order to support them for longer-term economic growth. Furthermore, the project will coordinate with Food Security Sector (FSS) and Cash Working Group (CWG) in Cox`s Bazar as well as government authorities on a regular basis.
∎ HKI is seeking qualified candidates for the following positions for its FFP.
∎ Reporting to : Deputy Chief of Party - FFP Project and Director-FSL
∎ Duration : The expected project period is through March 2021; start date in November/December 2019.
∎ Scope of Work: The Environment Specialist will be providing technical, programmatic and administrative support and overseeing the mitigation of environmental impact from project activities in Cox`s Bazar District within the FFP emergency response project. S/he will ensure compliance with the environmental safeguard plan and work with the host communities to raise awareness about environmental degradation and natural resource management related to livelihoods and project activities. Other areas of responsibility will include active participation, as requested, by the CoP and DCoP in district and central-level, technical and program planning meetings, donor and implementing partner coordination meetings; and program-related workshops and seminars.
Job Responsibilities:
∎ Provide technical, programmatic and administrative support and overseeing the mitigation of environmental impact from project activities in the Cox's Bazar District within the FFP emergency response project.
∎ Ensure compliance with the environmental safeguard plan and work with the communities to raise awareness about environmental degradation and natural resource management related to livelihoods and project activities.
∎ Develop and enforce environmental guidelines and practices.
∎ Review and recommend improvements to existing environmental programs for compliance assurance.
∎ Generate environmental reports as requested by HKI and donor agencies.
∎ Provide guidance and direction to management for ensuring environmental compliance.
∎ Prepare permit applications and agreements as needed by regulatory agencies.
∎ Conduct regular environmental inspections to determine pollution level.
∎ Investigate environmental accidents and propose corrective actions.
∎ Assist in livelihood program and work with Livelihood Specialist in a coordination manner
∎ Maintain inventory control and oversee shipping and transportation arrangements.
∎ Oversee waste disposal and pollution control programs.
∎ Educate staffs on environmental health and safety procedures.
∎ Any other jobs as assigned by the supervisor.
Additional Requirements:
∎ Job related experience and knowledge
∎ At least 5 years of experience in the field of environmental compliance and mitigation, particularly in relation to development projects;
∎ Technical and programmatic environmental compliance and natural resource management expertise is required;
∎ Good knowledge of GOB and USAID environmental regulations and compliance regulations is required;
∎ Good knowledge of environmental issues in the Cox's Bazar, including working experience;
∎ Ability to establish and maintain effective working relationships with other senior level representatives from USG agencies, USAID implementing partners, central and district level government and non-governmental organization counterparts;
∎ Excellent organizational and interpersonal skills;
∎ Proficiency in computer applications.
