Job Context:
∎ Tetra Tech is seeking a Energy Finance and PPP Specialist for the USAID/Bangladesh’s new energy activity, Bangladesh Advancing Development and Growth through Energy (BADGE). The activity will improve energy security and resilience in Bangladesh by improving access to affordable, reliable, and sustainable energy systems, and promoting transparent and efficient energy markets. The activity will advance private sector investment, promote policy and regulatory environments favorable to the sector and investors, support entrepreneurs developing and distributing energy technologies, and convene platforms to share best practices in the management of the energy sector. Altogether, through June 2026, BADGE will support Bangladesh’s transformation to a developed, decarbonized, and inclusive energy sector.

Job Responsibilities:
∎ The Energy Finance and PPP specialist will report to the Director of EPF, and support activities on enabling environment for advanced energy technologies and transparent and best-value procurement, including projects to secure equity and debt financing, and identifying opportunities to develop new models for PPPs, and improving the efficiency, accountability, and financial viability of the energy sector, while enabling increased private sector engagement (PSE). The responsibilities of Energy Finance and PPP Specialist include but not be limited to:
∎ Conduct market assessments, feasibility studies and capacity-building related to new policy and business models to facilitate adoption of advanced clean energy technologies.
∎ Analyze the viability of different sustainable energy solutions, financial and business models, and their potential.
∎ Support engagement with key stakeholders including Government, private sector, projects developers, development partners and technology providers to identify potential investors, viable business models and financing mechanisms.
∎ Assess potential of developing PPP projects based on existing policy, regulatory and institutional frameworks on PPP modality, capacity of private sector involvement, constraints, and attractiveness of existing framework.
∎ Identify, recommend, and implement traditional and innovative financing mechanisms, public-private partnerships, and risk mitigation instruments.
∎ Help design regulatory and legal framework for supporting public-private partnerships, and independent power producers.
∎ Support de-risking projects and attracting commercial lenders.
∎ Support capacity building activities for key energy agencies, commercial lenders, and private sector.
∎ Advise project developers, utilities, government ministries, banks, investors, local communities, and other stakeholders to expedite the financial closure of projects.
∎ Coordinate with other international donors that clean energy for leveraging funding for projects.
∎ Support Director of EFP in the design, development, and implementation of the Work Plan.
∎ Perform other related duties as assigned.

Additional Requirements:
∎ Experience and involvement in development and transactions for energy or other infrastructure projects, public-private partnerships, financial modelling, and project financing.
∎ Knowledge and/or understanding of energy markets, energy policies, and regulatory environment.
∎ Familiarity with current Bangladesh government regulations and incentives in renewable energy, energy efficiency and other advanced energy systems, and utility planning, procurement, and operations.
∎ Fluent in English (reading, writing, and oral presentation) and preferably in Bangla.
