Educational Requirements:
∎ Bachelor of Arts (BA) in Economics, Development Studies

Experience Requirements:
∎ 10 to 12 year(s)

Job Responsibilities:
∎ i) Co-ordinate and facilitate harmonization of transport policies and strategies in the transport sector agencies and the economic rationale for government involvement in the investment;
∎ ii) Initiate studies, projects and programs in the transport sector, develop economic criteria for subproject selection, estimate the economic internal rate of return for subprojects with sensitivity analysis;
∎ iii) Review of associated economic policies, including tariff policy and facilitate in developing transport project proposals for funding;
∎ iv) Design and evaluate economic feasibility studies and reports as necessary and identifying how to achieve the goals at least cost, including specifying simple and economically sound criteria for selecting subprojects;
∎ v) Identify economic risks, estimate the investment requirement, identify economic risks, and monitor the implementation of projects and programs in the transport sub-sectors;
∎ vi) Participate in the identification and harmonization of regional transport policies and regulations;
∎ vii) Follow up the implementation of different high level decisions and resolutions relevant to transport sub-sectors;
∎ viii) Follow up the Ministry policies and strategies to improve coordination with Development Partners;
∎ ix) Monitor the progress of implementation of transport activities, annual targets, strategic plans and Joint Sector Reviews;
∎ x) Provide timely information of all projects/ programs assigned to him/her as the focal person and provide remedial actions to any arising issues;
∎ xi) Prepare the design for willingness-to-pay (WTP) survey to be adopted by the Pourashavas assessing the demand for various urban services; and undertake the WTP survey for relevant subprojects prepared under the PPTA including those of the water supply sector;
∎ xii) He will contribute significantly in survey, selection of sub-projects, preparation of design, drawing & engineers estimate, BoQ, environmental and social safeguards reports, preparation of SPARs and tender documents etc.;
∎ xiii) Perform in a strictly time bound manner in total adherence to the qualitative and quantitative requirements of the project vis a vis consulting assignment and ought to remain cautious so as to ensure that there is no unjustified time or cost over-run.

Additional Requirements:
∎ Minimum 10 years sound experience in conducting economic feasibility studies and analysis of projects as an Economist in the urban sector. The pertinent experience on research of data and statistics will be analyzed to generate forecasts of economic trends which had been used to help living condition of poor urban citizens, improve their operating efficiency. Salary:
∎ Practical Action will pay a consolidated amount for the whole contract, including VAT, Tax to Individual Consultant(s) and associated field travel including food, accommodation, per diem and consultation meetings and workshops. The consulting Firm(s)/ Individual Consultant(s) will be paid 5% of the agreed amount upon signing contract and remaining 90% over 18 instalments through period upon completion of deliverables and rest 5% upon completion of the assignment / or as stated by the donor.
