Job Context:
∎ Based in Dhaka Country Office
∎ The Director accounting and Finance will be responsible for overseeing all aspects of the organization`s finances and accounting function. The position will report directly to the Country Director and serve as an integral member of the country management team (CMT). The position will have a dotted line reporting to Global Director Field Finance. The position will have regular interactions with both country Office (CO) and Global Office (GO) staff.
Job Responsibilities:
∎ Provide insightful analytics to help the Country Director and CMT make impactful decisions regarding new project initiatives and program implementation opportunities;
∎ Provide strategic guidance to the Country Management Team regarding the related policies, processes and systems necessary to manage the Project's financial operations;
∎ Ensure all relevant Government Acts, Rules, and Regulations like provision of taxation, Value Added Tax etc, as applicable Room to Read are followed;
∎ Consistently analyze financial data and present reports in an accurate and timely manner to the donors as well as Global Office Finance team;
∎ Clearly communicate monthly, quarterly and annual financial statements following the donors well as Global Office Finance team;
∎ Develop and maintain Project specific Finance Manuals and other working documents as needed to ensure staff adhere to recommended practices and procedures;
∎ Manage a big team consisted with Project Accounts Officers and regular finance staff based in Country Office by providing guidance over daily operating financial procedures and Continuously collaborate with program heads to assess the financial efficacy of project and program operations;
∎ Manage organizational cash flow forecasting in partnership with Program Operations Director and Country Director;
∎ Collaborate with other departments , for example, for monthly cash forecast with Implementation Calendar, streamline quarterly forecasting process and involve other departments in the development of budgets;
∎ Track and monitor program expenditures against grant funding and provide timely and accurate information to CO Programs Manager, Country Manager and GO Development Team.
∎ Ensure adequate internal controls are in place and organizational resources appropriately safe guarded;
∎ Coordinate internal audits, external/statutory audits and audits of Implementing Partners where applicable;
∎ In collaboration with the POD, the Director Accounting and Finance oversees the development, approval and implementation of the CO's annual budget and quarterly forecast in collaboration with the Country Management Team at CO; and provide monthly updates as to actual performance vs budget;
Additional Requirements:
∎ A minimum of 10 (ten) years of professional experience in the finance & accounting department, of which five years in a management position, either in a for-profit or a non-profit organization
∎ Demonstrable accounting skills (a written test forms part of the interview process)
∎ Experience in successful implementation of a wide range of responsibilities in a prior financial services position
∎ Strong verbal and written communication skills in English
