Job Context:
∎ Under the responsibility of the Project Manager - Rehabilitation (PM), the Deputy Project Manager (DPM) will assist the PM in planning, organizing, implementing and monitoring rehabilitation project activities and building the capacity of rehabilitation officers. S/he is responsible to ensure all HI team activities with children, adolescents, and adults are implemented smoothly and team(s) are well functioning to provide quality services to the most vulnerable people, including people with disabilities and their caregivers.

Job Responsibilities:
∎ 1.Supervision, management, and capacity building of Rehabilitation Officer
∎ Close management of Rehabilitation Officers and Assistants under their responsibility, including supervision and training in the field
∎ Ensure proper communication, coordination, and information sharing, providing the link between Rehabilitation Officers and the project manager
∎ Identify weaknesses, challenges, and strengths of Rehabilitation Officers and management of teams, providing concrete solutions and capacity building to address these issues
∎ Organize the daily, weekly, and monthly planning and objectives of his/her team
∎ Under the responsibility and upon delegation of the Project Manager, ensure teams are coordinating with partner humanitarian organizations and volunteers in a harmonized professional manner.
∎ Ensure the proper orientation and follow up to the team and the volunteers on protection issues in direct link with the technical unit, how to engage with beneficiaries, especially with children, adolescent and women, in line with HI and donor PSEA, child protection and other relevant policies
∎ 2.Ensure the quality and timely implementation of HI services and follow the referral pathways in collaboration and coordination with HI technical unit and relevant stakeholders
∎ Ensure the synchronization and coordination of services across teams and that the services are reaching the most vulnerable people in respect with applicable quality standards (prioritization of cases, follow up, referrals, HI case management system with clear opening and closure of cases)
∎ Monitor, identify gaps, and future opportunities regarding geographical and sectoral priorities, in support of the Project Manager, and in link with the Rehabilitation Officer.
∎ Ensure the gathering and consolidation of the mapping of services at zone/area level from the team and share with the PM.
∎ Ensure the internal coordination of HI rehabilitation response; in case of overlap or gaps, identify possible solutions, with support of the PM.
∎ Ensure that team members are strictly maintaining confidentiality of their beneficiaries and following all HI protocols.
∎ Support the program manager in organizing health workers training (follow up on the list staffs to be trained, training venue, pay perdiems etc.)
∎ Support the program manager to ensure the hospital team have enough Assistive devices and specific items in the different locations stores and monitor the stock movements and sign the stock request in absence of program manager.
∎ 3.Human resources and logistic
∎ Ensure the unified logistic planning of daily activities, organized by rehabilitation officer (vehicles, stocks release request, site offices management). In the event of information/issue related to HI site office (necessity to upgrade the facilities, need for equipment), he/she should immediately report to his/her line manager.
∎ Ensure the administrative planning of daily activities (donation certificate, travel request) and shared communication between teams and departments; creating a harmonized, organized approach
∎ Ensure proper action plans and regular - formal - appraisals and feedback to its staffs
∎ Ensure the proper HR follow-up of his/her team (contract, leaves, trainings), in coordination with the Project Manager and HR department
∎ Support in orientation of the new recruited staffs in close contact with TAs and other DPMs
∎ 4.Safety and security
∎ He/She is the security focal point of his/her team and timely report security related information to his/her the security focal point in priority, letting also the project manager know about security
∎ Provide regular security and context updates to PM
∎ Ensure that safety and security procedures are understood by TL, teams, and implemented in the field. Communicate to the security focal point on any security concerns
∎ 5.Support the monitoring and evaluation of activities, Reporting and Archiving
∎ Close monitoring of activities to make sure they are in line with sectoral quality standards, HI and donor requirements
∎ Ensure that data collection from field are harmonized across teams and shared with the technical unit (technical advisor, MEAL manager & data entry team on daily basis)
∎ Engage in project monitoring and reporting by using HI tools and review the progress with the support of the rehabilitation project manager and technical unit
∎ Ensure that team leaders and members are strictly following internal and external referral pathway, and record the referrals accordingly
∎ Develop tools in close collaboration with technical unit, orient and monitor their application by the team members, with support of the PM.
∎ Participate in monitoring, reporting, and evaluating, as requested by the PM
∎ Ensure the archiving of all documentation and relevant materials on the base of the procedures established by HI
∎ Participate to the internal and external coordination and external humanitarian representation(Upazilla health coordination meetings and Saadar hospital round table meeting) under the strict delegation of the Project Manager
∎ Work closely with the Rehabilitation Officer, to establish a network of relevant humanitarian stakeholders; represent HI in the hospital and liaise with relevant humanitarian stakeholders (Community leaders, humanitarian actors, etc.) and ensure that the HI mandate, strategy and referral pathways are understood and disseminated in a unified manner across camps.
∎ In the event of a media visit to HI activities, immediately inform the Project Manager and the Field Coordinator. The country director is the only person allowed to discuss with media.
∎ In absence of PM, is responsible for ensuring the minimum responsibility of line managers tasks

∎ Essential:
∎ At least a master degree in development, social science sector, health-related, law, etc.
∎ At least 1 year of proven team management experience
∎ At least 5 years work experience
∎ Previous NGO experience
∎ Excellent facilitation skills (facilitation of training, awareness session, communication with the community)
∎ Desirable:
∎ Technical knowledge in physical and functional rehabilitation is a strong advantage.
∎ Skills required
∎ Essential:
∎ Excellent written and verbal communication skills in both English and Bangla is essential
∎ Ability to lead and guide team; capacity-building and coaching skills
∎ Availability to travel to remote areas and spend time at field level under hard conditions; long work hours
∎ Ability to work under pressure and in a fast-paced, multicultural team environment
∎ Ability to communicate and coordinate smoothly with external actors and represent the humanitarian mandate of an NGO
∎ Computer knowledge (MS office package- both in English and Bangla)
∎ Proven analytical and planning skills
∎ Desirable:
∎ Experience of working in remote community setting is an advantage
∎ Have capacity to maintain close relationships with partners, stakeholders and clients
∎ Experience of working in health center/hospital is an advantage
