Job Responsibilities:
∎ The SMS DPM is responsible for assisting the PM in efficiently and effectively managing the site management team, activities, and overall implementation of the site management program directly on the field, ensuring that recommendations and minimum standards are followed, objectives and targets reached.
∎ 1. PLANNING AND ORGANIZATION
∎ Direct the team leaders to plan, organize and implement their activities
∎ Ensure collaboration between the team leaders and their respective teams
∎ Contribute to the global workplan for the project's duration, in collaboration with his/her team and Supervisor
∎ Plan the weekly activities for his/her team in coordination with his/her supervisor.
∎ Plan, anticipate and report the human resources needs (daily workers, workers...) based on the planned activities
∎ Plan, anticipate and report, in an accurate way, the tools and material needed for the implementation of the activities
∎ Plan, anticipate and report the administrative needs and issues related to his/her department
∎ Plan, anticipate and report the logistics needs and issues related to his/her department (transport, communication means...)
∎ 2. IMPLEMENTATION
∎ Oversee all PUI's site management activities in the camp, including technical activities, and support the team when required
∎ Actively support information gathering and participatory assessments undertaken within the camp, and ensure all data collection activities are carried accurately and qualitatively
∎ Ensure interventions are carried out according to the timeline as defined with the PM
∎ Maintain contact with the team leaders, follow up on any issues and report them to the PM
∎ Ensure protection mainstreaming and a do-no-harm approach to all activities implemented on site
∎ Ensure adherence to the objectives of the program
∎ Flag any, and propose mitigation measures to issues directly to the PM, as they arise relating to improvement works, coordination, or community engagement as necessary
∎ Maintain and strengthen a professional relationships with key stakeholders in the camp in order to ensure smooth communication, activity implementation, data collection, and community outreach
∎ 3. LOGISTICS, ADMINISTRATION AND HR
∎ Enforce safety procedures and ensure they are followed by members of his/her team. Report any breach of safety procedure to his/her supervisor immediately
∎ Enforce PUI internal logistic, admin and HR rules and regulation at his/her department's level
∎ Ensure regular stock inventory and raise logistic needs before facing a shortage
∎ Ensure the quality of the items received and immediately report any issues or discrepancies to his/her supervisor
∎ Ensure the proper receipt and storage of his/her department's materials and equipment's on site
∎ Ensure the proper filling of the stock cards when using any materials or assets from the stock
∎ Ensure the quality of the daily workers attendance sheets and their consistency with the follow up; ensure the collection of the attendance sheets and timely submission to PM for the payment
∎ Supervise the smooth payment of the daily workers based on the established protocol
∎ Fill and timely submit the attendance sheet of the staff and volunteers to PM, as per requested by the HR department
∎ Participate in the team meetings led by the PM. Lead in the meetings in the absence of the PM.
∎ Participate in team recruitment in collaboration with the PM.
∎ Conduct regular appraisal for the staff under his/her responsibility in collaboration with the PM
∎ Develop capacity building activities for the staff under his/her responsibility in collaboration with the PM.
∎ Fill and timely submit the leave follow up. Report absence daily and follow up on the timely submission of appropriate documents
∎ Ensure gap filling of team leaders in their absence
∎ 4. REPORTING, MONITORING AND FOLLOW-UP
∎ To follow up any evolution of context in Cox's Bazar District and Camp level and be able to provide information on security and situation analysis to inform the PM and field coordinator
∎ Ensure that standards and instructions given by his/her supervisor, as well as PUI procedures, are followed
∎ Ensure the quality of the activities implemented by his/her team through regular field check, and provide report to his/her supervisor
∎ Respect schedules and deadlines agreed upon with his/her supervisor
∎ Contribute to the creation of reporting, monitoring and follow up tools and report any missing ones
∎ Fill up monitoring and reporting tools as per required by his/her supervisor in a timely and qualitative manner, including sources of verification
∎ Train his/her team members to properly use and maintain the required monitoring tools
∎ Ensure translations if required
∎ Ensure the collection, proper filling and archiving of the sources of verification, as per required by his/her supervisor
∎ Organise daily briefing and debriefing for his/her team
∎ Supervise the submission of a weekly activity report to his/her supervisor respecting the template and guidelines provided
∎ 5. COORDINATION
∎ At the request of his/her supervisor, attend relevant technical working groups, coordination meetings, forums and others
∎ Any other task ask by his/her line manager.
Additional Requirements:
∎ Proven experience in camp management in similar position at least 1 year.
∎ Significant Management experience required.
∎ Strong knowledge and understanding of emergency programming and minimum standards in emergency contexts.
