Job Context:
∎ HELVETAS Bangladesh is looking for Deputy Project Director/ Advocacy Coordinator to work in the below job context under the supervision of Project Director. The employment is subject to approval of Helvetas` proposal.
∎ JOB CONTEXT:
∎ Judges the credibility and accuracy of information coming from the field, from external coordination and other relevant sources.
∎ Diverse and complex context analysis at micro and macro level with the ability to communicate complex matters to a diverse audience.
∎ Problems faced are diverse - relating to management of people, budgets and processes.
∎ Problem solving complexity includes people management and strategic management.
∎ Representation and networking with external actors`, including Government ministries, donors and development partners and partners as and when necessary.
∎ Active role in advocacy on issues related to democratic governance, climate resilience.

Job Responsibilities:
∎ Co-lead the project by applying all aspects of a sound project cycle management, including appropriate systems of planning, reviewing and reporting of project activities
∎ Strategically lead and develop the advocacy agenda of project, in close coordination with implementing partners, based on the political economy and power analysis (PEPA) conducted in the inception phase and everyday Thinking and Working Politically (TWP) approaches
∎ Establish rapport and maintain collaboration, coordination and relationships with the relevant key institutions of GoB at central and local government levels and establish formal MoUs as and where required
∎ Lead the multi-stakeholder consultative process promoting and advancing project advocacy agenda.
∎ Develop the capacity of public, private sector, and civil society stakeholders to engage in evidence-based advocacy, following a well-defined advocacy strategy
∎ Advise and support the component Managers on the different approach adopted in the project.
∎ Lead the multi-stakeholder consultative process promoting and advancing project advocacy agenda
∎ Develop concepts, strategies, and approaches for the project ensuring Conflict Sensitive Project Management, human rights-based approach, CEDRIG, Adaptive Programme Management, Thinking and Working Politically (TWP) with a focus on benefitting disadvantaged groups such as women, youth and the poor
∎ Liaise with experts on the democratic local governance, climate change, IWRM and solid waste management.
∎ Provide technical backstopping and supervision to subcontractors in the respective fields of work
∎ Support the project team and national partner organizations in establishing programmatic collaboration, coordination and alliances for policy learning.
∎ Establish communication with other relevant national and international players and participate in national and international level.
∎ Ensure a focus on and strongly promote gender, socially inclusive and development effective principles and standards in all areas of engagement.

Additional Requirements:
∎ 8 years of experience in the field of advocacy, policy dialogue with public, private sector and civil society.
∎ Experience in the design and implementation of knowledge management, advocacy and social communication programmes.
∎ Excellent understanding of democratic local governance in the context of of resilient climate change
∎ Technical expert/ thematic understanding and experience of IWRM and/ or solid waste management is an asset.
∎ Demonstrated in-depth experience of facilitating the implementation of resilient climate change strategies at local level by engaging with civil society actors and the private sector.
∎ Demonstrated understanding and experience supporting and facilitating capacity development of key stakeholders and partners at central and local levels
∎ Experience of working in fragile context.
∎ Demonstrate high-level technical, analytical, and interpersonal skills.
∎ Fluent in English both written and spoken.
∎ Experience in strategic project planning, design and implementation.
∎ Experience in coaching and capacity building of staff and partners.
∎ Proven experience to work with the multisectoral partner, sub-contracts and consultant etc.
∎ Must have experience in implementing capacity development activities
∎ Must have an understanding and experience of ensuring inclusion and focus on disadvantaged groups (poor, women, youth, etc.)
∎ Have demonstrated experience in advocacy on climate and/or good governance
