Responsibilities & Context:
∎ Ensuring the quality of all the medical services given and the maintenance of the medical facilities.
∎ Maintaining clinical standards throughout all the medical facilities
∎ Assist the Program Manager to meet contractual performance
∎ Provide oversight and guidance for all projects and tasks ensuring that they are adequately staffed, planned, and performance is within scope, time, and available budget.
∎ Lead the team at all levels for overall performance improvement
∎ Ensure capacity building of the team members, special focus on clients care issue, community engagement and technical services
∎ Facilitate solid lines of communication and coordination with the customer and technical teams throughout the lifecycle of the project
∎ Continuous monitoring and problem solving of the clinical facilities
∎ Ensure all guidelines including PSEA, child protection, safeguarding, gender issues, etc are adapted and followed as per organizational policy.
∎ Support the PMs efforts to maintain a positive organizational climate with the highest professional and ethical standards
∎ Support Health Project intervention in emergency setting
∎ Support Program Manager in collaborating with camp level govt. functionary, ministry of Health, DGHS, Civil surgeon, Upazila Health and Family Planning Officer, physicians, nurses, and other hospital professional staff to establish standards for running a medical/health facility and ensure operational support for smooth implementation of health interventions.
∎ Oversee all technical, financial, and contractual and performance requirements to bring about the successful completion of the project
∎ Work with Program Manager in people management, development goals, efficiency and quality improvement, financial management, financial planning, Health services development, compliance, public relations, and internal communications
∎ Proactively work with various project managers to address risks and issues to ensure project success.
∎ Provides positive response when team members report problems
∎ Promote a spirit of collegiality and gender diversity amongst team members and in the organization;
∎ Encourage team members to collaborate across areas;
∎ Address and resolve any diversity related issues;
∎ Set goals and conduct appraisals for the team; Set high standards and confront poor performance where needed
∎ Take appropriate actions to manage poor performance (such as creating Performance Improvement Plans, coaching, job rotations, planning separations) in order to build and develop an engaged and high performing team.
∎ Lead project/support staff teams independently throughout efforts.
∎ Implement, monitor and coordinate/supervise program planning evaluating quality assurance in community setting project;
∎ Match field site demographics and protocol requirements to identify target locations/households for activities;
∎ Create a work plan (allocation of locations and duties) for implementation of intervention project;
∎ Monitor and ensure quality in health interventions at the field level
∎ Support Program Manager in monitoring field level operations
∎ Monitor the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programmer's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Any other task as and when required by the Program Manager
∎ MBBS or Masters of Public Health or any other relevant discipline from any recognized University with minimum second class in all exams/CGPA
∎ Minimum experience of 5 years with NGOs, UN agency or international development organization and out of 3 years at least 5 years' experience in experience in the Health project or Programme.
∎ Current national and global development trends related to women empowerment, gender and justice, legal aid, rights-based approach, access to information; SDGs.
∎ Sound knowledge and understanding Project cycle management, results-based management and rights-based approach.
